In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction – ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capacity for performing professional activity of the economical operator:

— document for registered professional activity,

— in order to prove the ability to perform a professional activity, the economic operator should submit a document for registered activity – DRD Form, as a proof that it is registered as a natural or legal person for performing the activity related to the subject of the public procurement contract or evidence that it belongs to an adequate professional association in accordance with the regulations of the country where it is registered, as well as to possess an Authorization for maintenance, servicing and testing of fire extinguishers (PPA) issued by the directorate for protection and rescue and an authorization for maintenance and servicing of stable installations for detection, alarming and fire extinguishing and detection of explosive mixtures issued by the directorate for protection and rescue.

Documents necessary to prove the economic status of the economic operator:

Report on the balance sheet certified by a competent authority, i.e. revised balance sheet or excerpts from the balance sheet report in cases where the publication of the balance sheet is prescribed by law of the country where the economic operator is registered for the last 3 years -2015, 2016 and 2017. A statement of the total turnover of the enterprise (data from the profit and loss account issued by a competent authority, or revised profit and loss account) for the last 3 years 2015, 2016 and 2017 and, where appropriate, turnover in the area which is covered by the public procurement contract, maximum for the last 3 financial years for which such information is available, depending on the date on which the enterprise was founded or started its operation and depending on the availability of such information

Minimum criteria for determining the economic and financial status of the economic operator:

Minimum total income of the assets for the last 3 (three) years (2015, 2016 and 2017) in an amount not less than 1 000 000,00 MKD.

Documents necessary to prove the technical and professional capacity of the economic operator:

— a list of the main services of the bidders or candidates performed in the last 3 (three) years with values, dates, buyers (Contracting Authorities or economic operators) by providing a certificate for performed services issued by the recipients or if such certificates can not be provided for reasons beyond the control of the economic operator, only with his Statement on the performed services,

— statement for employed or hired technical staff for at least 5 (five) persons with submitted M1/M2 forms for the persons (not older than 6 months),

— statement for employed or hired technical personnel for at least 2 (two) persons with confirmations,

— certificates for performing service testing and control inspection of fire extinguishers, issued by the directorate for protection and rescue, with submitted confirmations certificates,

— statement of origin of spare parts and Authorization for the installation of original spare parts,

— statement for disposal of at least 2 (two) freight vehicles, with submitted traffic licenses,

— statement on the availability of a special tool for maintenance – servicing of fire extinguishers and hydrant networks in accordance with the rulebook on the selection of the types and quantities of fire extinguishers for legal entities and citizens, as well as for the criteria to be fulfilled by the legal entities that perform service testing and control inspection of fire extinguishers (Official Gazette of the Republic of Macedonia No 105/05, Article 9,10 and 11) and the rulebook on the criteria to be fulfilled by legal entities performing servicing of stable installations (Official Gazette of the Republic of Macedonia No 36/06).

Minimum criteria needed for establishing the technical and professional status of the economic operator:

— to have at least 3 (three) contracts for performed services of the same or similar type concluded with Contracting Authorities in the last 3 years (2015, 2016 and 2017),

— to provide at least 5 (five) persons employed or engaged necessary for the realization of the subject of the procurement,

— to provide at least 2 (two) repairers with confirmations,

— certificates for performing a service inspection and control examination of fire extinguishers issued by the directorate for protection and rescue,

— the spare parts to be fitted to be original,

— to dispose of at least 2 (two) freight vehicles necessary for the execution of the subject of the procurement,

— to have adequate technical equipment necessary for carrying out the specific services and ensure their quality in accordance with the “Law on Firefighting" (Official Gazette of the Republic of Macedonia No 168/17, Articles 44, 45 and 46).
