Способност за вршење на стручната дејност:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past five years for participation in a crime organisation, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Licence “A” for design of category 1 buildings.

Економска и финансиска состојба:

— balance sheet verified by a competent body, i.e. audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered,

— extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last three financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information. Foreign legal entity should submit an audit report, valid and issued by a foreign recognised institution registered for performing audit, which should contain data on the total economic operation for the foreign bidder in the last 3 years and it must be translated in Macedonian language.

Минимално ниво(а) на стандарди: The total revenue for the last 3 (three) years must be over 12 000 000,00 MKD.
Техничка и професионална способност:

List of main design services of the bidder provided within the past 3 (three) years, with values of the contracts for preparation of project documentation, dates, contracts and confirmations for the performed services issued by the service recipients, attached to the submitted list of services. In case such certificates cannot be provided due to reasons beyond the control of the economic operator, only its Statement on the performed services should be attached.

— proof that the economic operator has the required technical staff in order to justify the Design Licence. To attach: list of employees issued by the Employment Agency, “A” Authorisations for Design for a minimum of 3 (three) employees of the economic operator and “B” Authorisations for Design for a minimum of 1 (one) employee of the economic operator,

— statement on the competence of the economic operator for the performance of the specific services,

— educational and professional qualifications of the professional staff of economic operator, and especially of the technical staff responsible for providing the particular service. CV (Curriculum Vitae) to be submitted for each and every one of the offered technical staff, certificate for completed education and corresponding design authorisation, and statement on hired and available technical staff, regardless of whether these persons are employees of the economic operator for the entire contract duration,

— information on the elements of the contract that the economic operator intents to assign to a subcontractor.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional status of the economic operator:

The economic operator should have realised:

— 3 (three) contracts for completed project documentation for first category buildings in the last 3 (three) years, which include civil engineering constructions (roads) and hydro construction (water supply and sewage system),

— 2 (two) contracts for completed infrastructure projects,

— a proof that the economic operator has minimum 3 employees,

— 3 engineers with A authorisation for design and minimum 1 employee,

— 1 engineer with B authorisation for design (to submit M1/M2 forms or confirmations issued by a competent institution) and their Design authorisations.

The economic operator should have at his disposal the following technical staff:

— 1 (one) planner authorised for urban planning, i.e. a planner signatory of planning documentation,

— 2 (two) civil engineers with “A” authorisation for design, 1 (one) for preparation of project documentation – stage: roads, and 1 (one) for preparation of project documentation for the hydro construction stage (water supply and sewage system),

— (one) electrical engineer with “A” authorisation for the stage of electrical engineering,

— (one) traffic engineer with “A” authorisation for design; whether they are employees of the economic operator or not, while for the part of the stated key staff that are not employees of the economic operator, he should prove their availability for the entire duration of the contract (to submit evidence in accordance with the Law On Public Procurement). It is mandatory, for each of the proposed engineers, to submit a CV, a copy of a diploma for completed higher education, a copy of the appropriate “A” authorisation for design. The economic operator should submit a proof of availability of the specified technical staff for the whole duration of the contract, regardless of whether they are his employees or not, and if the specified technical staff are not his employees, he should prove their availability.
