Способност за вршење на стручната дејност:

— statement by the economic operator that in the last 5 years it was not sentenced with an effective verdict for participation in a criminal organization, corruption, fraud or money laundering,

— certificate that no insolvency procedure is open by a competent authority,

— certificate that no liquidation procedure is open by a competent authority,

— certificate for paid taxes, contributions and other public charges by a competent authority from the country where the economic operator is registered,

— certificate from the register of penalties for performed criminal acts of the legal entities, that it was not sentenced with a minor penalty for participation in procedures for open invitation, awarding agreements on public procurement and public-private partnership agreements,

— certificate by the register of penalties for performed criminal acts of the legal entities that it was not sentenced with a minor penalty — temporary or permanent prohibition for performance of a specific activity, and

— certificate that with an effective verdict it was not sentenced with a sanctioned offence — prohibition for performing vocation, business activity or duty, that is, temporary prohibition for performing a specific activity.

Економска и финансиска состојба:

The economic operator delivers a report on the balance sheet certified by a competent authority, that is, revised balance sheet, or excerpts from the report on the balance sheet in cases where publishing of the balance sheet is prescribed by law in the country where the economic operator is registered.

Минимално ниво(а) на стандарди:

The minimal condition for participation by the economic operator is that it should have accomplished positive financial result in its operations in the past 3 years.

Техничка и професионална способност:

— certificates from at least three largest suppliers in the last year on timely and quality performance of printing,

— statement on engaged technical staff and technical authorities regardless of whether they belong to the economic operator directly,

— Statement of technical equipment with an automatic hardcover making machine,

— statement on the technical equipment with the machine for book sewing machine, machine for folding sheets and competence of the economic operator for the other potentials that it disposes of for performance of the specific services and for provision of quality,

— notification about the elements of the agreement that the economic operator intends to cede to a subcontractor,

— on the day of opening of the bids, the bidders should mandatorily submit a copy of each of the documents pursuant to the specifications 1 and 2, and signed with the rulebooks on keeping pedagogical records and documentation (the bidders that will not submit the required copies on the day of opening, shall not be taken into consideration in the further evaluation).

Note: Because it is a matter of permanent documentation, it should have the specifics pursuant to the Rulebooks indicated in Item 1.6З. For this reason, for the purpose of verification of the weight, the quality and the adequacy of the delivered samples, the commission on Public Procurements will engage an independent external institution.

If during the control of samples, deviations are found in regard to the dimensions, the quality and the remaining characteristics specified in the rulebooks indicated in Item 1.6.2 and the technical specifications, which are an integral part of this tender documentation, the economic operator will be eliminated from the further evaluation procedure.

— the economic operator or its subcontractor should dispose of a machine for…

… folding sheets,

— the economic operator or his subcontractor to dispose of an automatic hardcover making machine,

— quality cooperation with at least three suppliers in the last year.
