In order to prove the personal standing, the economic operator should deliver the following documents:

— statement of the economic operator that in the past 5 years it was not rendered an effective verdict for participation in a criminal organisation, corruption, fraud or money laundering,

— certificate that a bankruptcy proceeding is not open by a competent authority,

— certificate that a liquidation proceeding is not open by a competent authority,

— certificate on paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is established,

— certificate from the Registry of penalties for crimes committed by…

… the legal entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership,

… legal entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity,

— certificate that it was not rendered misdemeanor sanction — prohibition to perform a profession, an activity or a duty i.e. temporary prohibition to perform a specific activity.

Техничка и професионална способност:

1) a reference list of deliveries with certificates from the users, on successfully performed deliveries of at least 20 metering and metering-regulating stations for natural gas, in total for the last 3 years or, if such certificates cannot be provided for reasons beyond the control of the economic operator, only with its statement on performed deliveries;

2) a statement of the bidder with a description of the production-technical, research and training facilities of the equipment’s manufacturer, as well as the measures that are undertaken in order to ensure the quality of production;

3) statement of the bidder on engaged technical staff (enclosed biographies and qualifications of the technical staff and the other experts who will be responsible for the implementation of the agreement);

4) approval/certificate from the manufacturer proving that he can offer and timely deliver the equipment, and provide further future servicing of the equipment that is the subject matter of the procurement.

Минимално ниво(а) на стандарди:

1) performed deliveries made in the last three years, of which the deliveries of at least 20 metering and metering-regulating stations for natural gas can be determined;

2) description of the production-technical, research and training facilities of the equipment’s manufacturer, as well as measures which are undertaken to ensure the quality of production;

3) technical staff that will be responsible for the implementation of the agreement;

4) in an event when complex goods are procured or, in exceptional cases, goods for special purposes, a check of the production capacities of the economic operator should be provided.

Standards for quality systems: MKS EN ISO 9001:2015 or an equivalent.

Standards for environmental management: MKS EN ISO 14001:2015 or an equivalent.
