In order to prove its personal status, the economic operator should submit the following documents:

— statement that in the last 5 years no effective court verdict has been issued for committing an act of crime pursuant to Article 88 Paragraph 1 of the Law on Public Procurement,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country of registration of the economic operator,

— confirmation from the register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capability of the economic operator for performing professional activity:

— document for registered activity: certificate for registered activity (Document for registered activity) as proof that the economic operator is registered as a legal entity or a natural person for performing the activity related to the subject of procurement or a proof that they are a member of a professional association in accordance with the regulations of the country of registration.

Technical or professional capacity of the economic operator:

— list of main deliveries of goods or services performed in the last 3 years, including values, dates, buyers (contracting authorities or economic operators), by providing confirmation for deliveries made or realised services,

— description of the technical personnel and the technical authorities which will participate in the performance of the public procurement, especially of those responsible for quality control, and in case of public procurement of works, description of those which will be included in the performance of the works, regardless of whether they are employees of the economic operator or not,

— by specifying the management and monitoring system of the supply chain that the economic operator can apply when executing the contract,

— educational and professional qualifications of the service provider or the contractor or its managerial staff, provided that those qualifications are not evaluated as criteria for selection of most favourable bid,

— statement on the instruments, plants or the technical equipment, which the service provider or the contractor have at their disposal in order to implement the contract,

— samples, description and/or photos of the products which are subject to delivery, whose credibility should be confirmed by the economic operator in case the contracting authority requests so,

— certificates and reports issued by competent authorities for quality control with recognized competency, which test the product suitability that was determined by referring to the specifications and the standards.

Минимално ниво(а) на стандарди:

Technical or professional capacity of the economic operator:

— the economic operator should have delivered a firefighting rescue vehicle (folding firefighting ladders with a reach of minimum 40 metres) in the last 3 (three) years, in the amount of not less than 73 000 000,00 MKD VAT excluded and to have performed equipment servicing of the folding firefighting ladders minimum 2 (twice) in the last 3 (three) years,

— the economic operator should have at their disposal minimum 2 (two) persons for servicing and minimum 1 (one) person trained to maintain the lifting machines,

— authorization by the manufacturer of the company for distribution and servicing of the overall equipment in the Republic of North Macedonia (authorised agent),

— the economic operator should have at their disposal…

… minimum 1 (one) person — engineer, authorized by the manufacturer to maintain and upgrade the offered vehicle,

… a servicing workshop of minimum 500 m

— technical specification by the manufacturer as a proof of all the required features, whereby the complete detailed drawings of the movable ladder, appropriately installed on the chassis specified in the technical specification and a working range diagram should be submitted with the other tender documentation, as well as a document for confirmation of the inversion angle, defined in item 26.1 of the technical specification,

— the following certificates and reports, issued by competent authorities for quality control with recognized competency should be submitted:

For the segmented/folding rotating ladder:

— certificate by an appropriate agency for possessing EN 14043,

— regarding the electronic system, it is necessary to submit a document as a proof that it has been tested for electromagnetic compatibility (EMC tested) according to (EU Directive 89/336/EEC) and CE type-examination certified by TUV or other relevant agency.

For an isolation apparatus a set with reserve bottle:

— certificate for back carrier MKS EN 137 type 2,

— certificate for the mask MKS EN 136 class 3,

— certificate for the bottle MKS EN 12 245:2009.

For an isolation apparatus with closed breathing cycle (up to 4 hours):

— certificate EN 145.

For a hydraulic rescue tool:

— certificate by an independent accredited laboratory for MKS EN 13204:2016.

For all specified standards in the technical specification the expression ‘or equivalent’ shall be applicable.

— certificate of compliance with ISO 9001:2015 ‘or equivalent’,

— certificate of compliance with AQAP 2110:2016 ‘or equivalent’.

Standards for environmental management:

— certificate of compliance with ISO 14001:2015 ‘or equivalent’.
