In order to prove its personal condition the economic operator is obliged to submit the following documents:

— statement of the economic operator that in the past 5 years it was not rendered a final judgement for participation in criminal organisation, corruption, fraud or money laundering,

— confirmation by a competent organ that a…

… bankruptcy procedure was not opened,

… liquidation procedure was not opened,

— confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered,

— certificate from the registry of penalties for crimes committed by legal persons that…

… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him,

… a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him,

— confirmation that a final judgement — prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator:

— document for registered activity,

— document for registered activity.

Економска и финансиска состојба:

Statement of the total turnover of the company (data from the income statement issued by a competent organ, i.e. audited income statement) and where relevant, statement of the turnover in the field covered by the public procurement contract, this at most for the last 3 financial years, for which there are available such information, depending on the date when the company was established or started operation and depending on the availability of these information.

Минимално ниво(а) на стандарди:

It has a realised profit not lower than the estimated procurement value in at least one of the last 3 years.

Техничка и професионална способност:

1) list of successfully realised contracts related to the procurement subject in the last 3 years, with contract values, dates of conclusion, buyers (contracting organs or economic operators), by providing a confirmation for made deliveries issued by the recipients, or if such confirmations can’t be provided due to reasons out of the economic operator control, only its statement for the realised deliveries;

2) statement for use of non-cash payment system and

3) statement for having at disposal or providing at least 3 gas stations on the territory of the city of Skopje.

1) experience in successfully realised contracts related to the procurement subject in the last 3 years;

2) technical capacity for using a non-cash payment system and

3) having at disposal or providing at least three gas stations on the territory of the city of Skopje.

The contracting organ shall use electronic auction as a last phase in the open procedure. Subject of the auction is the total price of the public procurement subject, i.e. the lowest price of the acceptable bids submitted in the initial phase of the procedure. The invitations for participation at the auction shall be submitted in electronic form through ESJN after full evaluation of the initial bi.
