In order to prove its personal condition the economic operator is obliged to submit the following documents:

— statement that in the past 5 years there was not any final judgment for penalty of Article 88 paragraph 1 of the PPL,

— confirmation by a competent organ that a…

… bankruptcy procedure was not opened,

… liquidation procedure was not opened,

— confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered,

— certificate from the registry of penalties for crimes committed by legal persons that…

… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him,

… a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him,

— confirmation that a final judgment — prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator:

— document for registered activity: document for registered activity – (DRD Form) as an evidence that it is registered as natural or legal entity for performing the activity related to the public procurement contract subject or evidence that it is a member of a relevant professional association in accordance to the regulations of the country that it is registered in. In the Republic of North Macedonia competent organ for issuing this document is the Central Register of the Republic of North Macedonia. Pursuant to the Leasing Law, the economic operator should be registered in the Ministry of Finance of R.N.Macedonia as provider of financial leasing.

The economic operator shall prove the fulfillment of the minimum condition by providing the following: balance sheet report issued by a competent organ, i.e. a revised balance sheet or abstracts of the balance sheet report, in cases when publishing the balance sheet is prescribed by law in the country where the economic operator is registered and – abstract from the total company income (income statement data issued by a competent organ, i.e. a revised balance sheet) and where it is required, income statement in the field covered by the public procurement contract at most for the last 3 financial years for which such data are available, depending on the date when the company was registered or started operation and depending on the availability of such data.

Минимално ниво(а) на стандарди: Minimum annual income of 24 000 000,00 MKD in the last 3 years.
Техничка и професионална способност:

The economic operator shall prove the meeting of the minimum conditions by providing: list of main deliveries for financial leasing in the last 3 years, with values, dates, buyers (contracting organs or economic operators) – minimum 5 confirmations for provided services issued by leasing beneficiaries – signed contract with the vehicles supplier, which should be enclosed to the bid. Catalogue of products subject of the delivery (photos and exact description of the delivery subject).

Минимално ниво(а) на стандарди:

Minimum 20 contracts for financial leasing – minimum 5 confirmations for provided services issued by the leasing beneficiaries – to have signed contract with the vehicles supplier.
