Any interested person may attend the opening of the bids. At the public opening, the authorized representatives of the economic operators must bring an authorization signed by the responsible person of the economic operator. The delivered bids are open in accordance with the Law on Public Procurements as follows: one by one, by reading the name of the economic operator (EO).

— the bidder should be registered as a natural person or a legal entity in order to perform the activity related to the scope of the agreement on public procurement or to belong to an appropriate professional association in accordance with the regulations of the country where it is registered,

— in order to prove the ability to perform a professional activity, the economic operator should submit a certificate on registered activity as evidence that it is registered as a natural person or a legal entity to perform the activity related to the scope of the agreement on public procurement or evidence that it belongs to the appropriate professional association in accordance with the regulations of the country where it is registered.

Економска и финансиска состојба:

In order to qualify as capable of executing the relevant Agreement on public procurement in terms of its economic and financial standing, the economic operator should meet the following minimum requirements:

— minimum total income of 33 000 000,00 MKD individually for each year for the past 3 financial years (2016, 2017, 2018 individually).

If the economic operator performs the activity in a period of less than 3 years, the minimum condition for determining the economic and the financial condition is that the economic operator has fulfilled the requirement from sub-item 2.4.1 in the years for which data exist.

The economic operator proves the fulfillment of the minimum requirement of sub-item 2.4.1 or 2.4.2 by submitting:

— a report on the balance sheet issued by a competent authority, that is, a revised balance sheet or excerpts from the balance sheet report in cases where the publication of the balance sheet is prescribed by law in the country where the economic operator is registered,

— an extract of the total income of the enterprise (data from the profit and loss account issued by a competent authority, i.e. revised profit and loss account) and, where required, statement on the income within the field covered by the agreement on public procurement, not more than for the last 3 financial years for which such information is available, depending on the date on which the enterprise was established or started to operate and depending on the availability of such information.

Техничка и професионална способност:

In order to qualify as capable of carrying out the relevant agreement on public procurement in terms of its technical or professional capability, the economic operator must fulfill the following:

— 1 (one) signed and realized agreement in the past 3 years for same or similar delivery in an amount not lower than 31 600 000,00 MKD including VAT,

— the economic operator must have at least 20 (twenty) employees or engaged persons, of which 10 (ten) persons should be technical staff.

The economic operator proves the fulfillment of the technical or professional ability of sub-item 2.5.1 by submitting the following:

— a list of main deliveries of goods or performed services in the last 3 years, with values, dates, buyers (contracting authorities or economic operators), by providing a confirmation for the performed deliveries or services, in accordance with sub-item 2.5.1 line 1, and

— description/statement of the technical staff and the technical bodies that will participate in the execution of the public procurement, regardless of whether they are employed by the economic operator in accordance with sub-item 2.5.1 line 2,

— notification about the part of the agreement that the economic operator intends to give to a subcontractor, whereby the economic operator must indicate in his bid information about the part of the agreement that it intends to give to subcontractors (company, head office, tax identification number, etc.).
