In order to prove the personal standing, the economic operator should deliver the following documents:

— statement of the economic operator that in the past five years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering,

— certificate that a bankruptcy proceeding is not open by a competent authority,

— certificate that a liquidation proceeding is not open by a competent authority,

— certificate on paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is established,

— certificate from the registry of penalties for crimes committed by…

… the legal entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership,

… legal entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity,

— certificate that it was not rendered misdemeanor sanction — prohibition to perform a profession, an activity or a duty i.e. temporary prohibition to perform a specific activity.

Ability of the economic operator to perform a professional activity:

A document on a registered activity

— a document on a registered activity which is related to the realization of the subject matter of this public procurement,

— a decision to conduct technical inspection and testing of electric power plants, electrical products and devices in accordance with the Rulebook on use of electrical power plants and electrical equipment (Official Gazette of the Republic of Macedonia No. 140/2010 and 54/2011),

— a decision to conduct technical inspections of the equipment and protective systems intended for use in potentially explosive atmospheres in accordance with the Rulebook on the use of equipment and protective systems intended for use in potentially explosive atmospheres (Official Gazette of the Republic of Macedonia No. 173/2011).

Economic and financial standing of the economic operator:

Required documents to prove the economic standing of the economic operator:

— a statement on the total turnover of the enterprise (data from the profit and loss account issued by a competent Authority, i.e. a revised profit and loss account) for the last 3 financial years, from which it can be established that the economic operator has earned an income of not less than 14 000 000 MKD in the last 3 years,

— a policy for a relevant insurance for professional risk compensation with a full coverage of the damage that may occur during the execution of the respective agreement without a determined annual aggregate of a number of reported damages and without a limit for a damage with a value of 18 000 000,00 MKD.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the economic and the financial standing of the economic operator:

— to have earned an income of not less than 14 000 000 MKD in the last 3 financial years, individually for each year,

— an agreement for a relevant insurance for professional risk compensation with a full coverage of the damage that may occur during the execution of the respective agreement without a determined annual aggregate of the number of reported damages and without a limit for damage with a value of 18 000 000,00 MKD.

Technical or professional ability of the economic operator:

Required documents to prove the technical or professional ability of the economic operator:

1) A list of main deliveries made in the last 3 (three) years with values, dates, duration of the agreements, buyers (contracting authorities or economic operators), by providing a certificate on performed deliveries issued by the recipients or, if such certificates cannot be provided for reasons beyond the control of the economic operator, only with its statement on performed deliveries;

2) A statement on the technical equipment that it has available for the performance of the specific services and quality assurance, regardless of whether they directly belong to the economic operator;

3) To deliver a CV from the proposed staff, a diploma/certificate as a proof of completed education, M1/M2 forms;

4) An attachment to the certificate for accreditation of an inspection body with an area of inspection for cathodic protection.

Standards for quality systems:

The economic operator proves the compliance with the standard from Sub-item 2.6.1 by delivering a copy of a valid certificate: MKS EN ISO/IEC 17020:2012 or an equivalent, for an Inspection body Type A.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and the professional condition of the economic operator:

1) Experience of minimum 5 (five) successfully realized previous agreements with suppliers of the same or similar nature as the subject matter of procurement, in total for the last 3 years. The total value of the contracts shall not be less than 7 000 000,00 MKD, of which at least one agreement with a value of 1 000 000,00 for technical control of measuring stations (MRS);

2) Description of the technical equipment and competence of the economic operator, quality assurance measures and its equipment and capability for testing and research;

3) The bidder should have an employed technical staff that will be responsible for the realization of the agreement:

— min.1 graduate mechanical engineer with working experience of more than 5 years in the control and testing of gas pipeline systems,

— min.1 graduate mechanical engineer with a working experience of more than 5 years and training for work in a potentially explosive atmosphere,

— min.1 (one) graduate electrical engineer with a working experience of more than 5 years and training for work in a potentially explosive atmosphere,

— min.2 (two) electrical engineers with a working experience of more than 5 years in control and examination of electrical installations,

— min.6 (six) mechanical or electrical engineers — inspection executors;

4) The bidder should have an accredited field of inspection for measuring and testing cathodic protection.
