According to the Annual Public Procurement Plan and the Modification of the Annual Public Procurement Plan (5 amendments) with Ref. 05-167/20 of 22.10.2019 of the Directorate for Protection and Rescue, in Part IV item 4 is planned public procurement of services — repairs and servicing of aircraft with estimated value 17 000 000,00 MKD. The sector for operations and logistics submitted a request for initiation of the procedure in October in accordance with the Annual Plan for public procurement of the Protection and Rescue Directorate. The procurement will be carried out in an open procedure. The Directorate for Protection and Rescue is required by law to train 4 newly employed pilots to acquire the SET/SEA, CR AT 802A air tractor AT-802A air boss pilot, necessary for the management of this type of aircraft during fire extinguishing operations. It also requires the training of 2 newly employed aviation technicians and 1 aviation engineer to perform the regular baseline and line maintenance tasks. Knowledge is needed for 4 employees already employed — graduate technical staff. To that end, the procedure for conducting the public procurement and the adoption of the decision defining the subject of procurement, the amount and means of procurement, the manner and procedure and composition of the commission have been initiated. The procedure will be conducted by applying the applicable regulations in accordance with the law on public procurement (‘Official Gazette of the Republic of Macedonia’ No 24/2019).

— a statement by the economic operator that for the last 5 years the economic operator or the person who is a member of the management or supervisory body of that economic operator or who has powers to represent or make decisions or supervise it has not in the last 5 years pronounced final court verdict for a felony which has elements of the criminal offenses of participation in criminal association, corruption, tax evasion and contributions, terrorism or criminal offenses related to terrorist activities, money laundering and fines siranje terrorism and child labor and human trafficking set out in the criminal code,

— confirmation of paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is registered,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation from the register of penalties for the criminal offenses of…

… legal entities that no secondary penalty has been imposed for prohibition of participation in public procurement procedures, awarding public procurement contracts and public-private partnership contracts,

… the legal entities that they have not been pronounced a secondary penalty — temporary ban on performing certain activity,

… the legal entities that it has not been imposed a secondary penalty — permanent prohibition to perform certain activity,

— confirmation that he/she has not been sentenced with a legally effective misdemeanor sanction — prohibition to perform a profession, activity or duty,

— confirmation that he/she has not been pronounced a misdemeanor sanction by a final judgment — temporary prohibition to perform certain activity.

As a condition of determining eligibility to perform a professional activity, the contracting authority shall require each economic operator to submit proof that it is registered as a natural or legal person performing the activity related to the subject of procurement or evidence that it belongs to an appropriate professional association in accordance with the regulations of the country where what is registered.

Економска и финансиска состојба:

To qualify as capable of executing the public procurement contract in question in terms of its economic and financial standing, the economic operator must meet the following minimum requirements:

— total financial income of at least 20 500 000,00 MKD realized during the last 3 financial years (Lot 1),

— total revenue of at least 4 500 000,00 MKD in the last 3 financial years (Lot 2).

Минимално ниво(а) на стандарди:

The economic operator shall prove the fulfillment of the minimum requirements of sub-item 2.3.2.1 by submitting:

— extract of the undertaking's overall turnover (income statement issued by a competent authority, i.e. audited income statement) and, where appropriate, turnover in the area covered by the public procurement contract, and most recently 3 financial years for which such information is available depending on the date on which the enterprise was established or started operating and depending on the availability of such information (Lot 1 and Lot 2).

In order to qualify as capable of carrying out the public procurement contract in question in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:

— provide successful performance of procurement-related services for at least 2 different air tractor AT-802A fire boss operators in the past 3 years (Lot 1 and Lot 2),

— own or provide direct and rapid access to…

… a pilot school or training center duly certified in EASA member state for the purpose of providing pilots with CPL (A) permits with: amphibious type specification and characteristics aircraft through theoretical instruction and hands-on training of SEP (SEA) aircraft; then theoretical instruction on air tractor AT-802 fire boss aircraft, preparatory flight simulator training (trainer or simulator) on AT-802 fire boss aircraft, and practical training on SEA (2-seater air tractor A2-2) fire boss with certified flight instructor (CRI) and final exam of SEP (SEA) 2-Seat air tractor AT-802 fire boss with certified flight inspector (CRE) (Lot 1),

… a center capable of providing specialist underwater rescue training to air tractor AT-802 phase boss pilots in the event of an accident where the pilot would be trapped and in an unnatural inverted position (Lot 1),

… an EASA-certified aircraft maintenance training organization (Part-147) for the provision of aviation-technical personnel with air tractor type A-802A fire Bosch maintenance authorization (Lot 2),

— own or have direct and rapid access to an EASA-certified aircraft maintenance personnel training organization (Part-147) or EASA-certified Part-145 maintenance organization registered in accordance with Annex II (Part-145) of EU Regulation No 2042/2003 or alternatively EU Regulation No 1321/2014, which holds an approval covering line and base maintenance of an air tractor type AT-802A, and for the provision of aviation-technical personnel with an air tractor AT-802A familiarization and knowledge refresher course boss (Lot 2).
