In order to prove its personal status, the economic operator should submit the following documents:

— statement that in the last 5 years no effective court verdict has been issued for committing an act of crime pursuant to Article 88 Paragraph 1 of the Law on Public Procurement,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty — ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

— confirmation from the register of penalties for committed criminal offenses of legal entities proving that no secondary penalty — temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanor sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capability of the economic operator for performing professional activity:

Document for registered activity: document for registered activity as a proof that the bidder is registered as a natural person or a legal entity for performing the activity related to the public procurement subject or a proof that the bidder is a member of a professional association in accordance with the regulations of the country where the bidder is registered; and License ‘А’ for supervision of construction of first category buildings, in accordance with the Law on Construction, issued by the Ministry of Transport and Communications, and in case of a foreign bidder, they should submit a confirmation that they may supervise the construction of first category buildings, issued by a relevant body of the state administration competent for performing landscaping works in the Republic of North Macedonia, in accordance with article 42 of the Law on Construction, as a proof that he meets the special requirements for performing the activity prescribed with law, related to the subject of the agreement.

Економска и финансиска состојба:

— document for occupational risk compensation,

— balance sheet issued by a competent authority, i.e. revised balance sheet, or excerpts thereof, in cases when publication of balance sheets is prescribed by the laws of the country of registration of the economic operator.

Минимално ниво(а) на стандарди:

— the economic operator should possess valid civil and professional liability insurance, in the amount of 9 000 000,00 (nine million) EUR,

— the minimum asset turnover (total annual revenue) of the economic operator should be at least 49 000 000,00 MKD in the last 3 (three) years (2016, 2017 and 2018), total amount for the 3 years.

Техничка и професионална способност:

— description of the technical staff and the technical authorities which will participate in the performance of the public procurement, especially of those which will be responsible for quality control, and in case of public procurement of works, description of those which will be involved in the performance of works, regardless of whether they are employees of the economic operator or not,

— statement regarding the instruments, plants or technical equipment which the service provider or the contractor have at their disposal for the performance of works.

Минимално ниво(а) на стандарди:

The economic operator should have minimum 14 (fourteen) employees or hired persons, out of which:

— minimum 3 (three) civil engineers, one 1 (one) holding ‘А’ Authorization for Construction Supervision and 2 (two) holding ‘B’ Authorization for Construction Supervision,

— minimum 2 (two) architectural engineers, 1 (one) holding ‘A’ Authorization for Construction Supervision and 1 (one) holding ‘B’ Authorization for Construction Supervision,

— minimum 2 (two) mechanical engineers, 1 (one) holding ‘A’ Authorization for Construction Supervision and 1 (one) holding ‘B’ Authorization for Construction Supervision,

— minimum 2 (two) electrical engineers, 1 (one) holding ‘A’ Authorization for Construction Supervision and 1 (one) ‘B’ Authorization for Construction Supervision,

— minimum 1 (one) geodetic engineer; Minimum 4 (four) technicians.

The economic operator should have an accredited laboratory for testing of construction materials (geo-mechanics, asphalt and concrete) with an Accreditation Certificate МКС EN ISO/IEC 17025:2006 or equivalent and Accreditation Certificate EN ISO/IEC 17020:2012 type ‘A’.

Standards:

— quality system standards: Quality standard ISO 9001: 2015 or equivalent,

— environmental management standard: Environmental Management Standard ISO 14001:2015 or equivalent, and

— Occupational Health and Safety Standard OHSAS 18001:2007 or equivalent.
