The subject of the announcement is the awarding of a contract for establishing a public-private partnership for providing public lighting services in the Municipality of Valandovo, which is realized as a public procurement of services (hereinafter: PES project), which will reconstruct the public lighting system. in order to reduce electricity consumption, reduce the cost of the Public Lighting Authority by reducing CO2 emissions while meeting the requirements of the minimum light and technical characteristics.

— performing works, installation of equipment and materials provided by the feasibility study, including unforeseen works and / or necessary works to achieve savings;
— expert supervision of the implementation of MEE and;
— monitoring, measurement and verification of savings.
The repayment of the contracting authority will be done from the energy savings expressed in denars on a monthly basis.
The economic operator undertakes to achieve savings by investing in the reconstruction of public lighting that will lead to annual savings equal to or greater than those specified in the offer, according to the reference conditions specified in this document, while the user undertakes to pay the fee provided by the agreement and provided the economic operator with unimpeded conditions for the implementation of the required investment and other measures in accordance with the agreement.

— Statement of balance sheet certified by a competent authority, ie revised balance sheet, or excerpts from the balance sheet report in case the publication of the balance sheet is prescribed by law in the country where the bidder is registered.
— Extract from the total income of the company (data from the income statement issued by a competent authority, ie revised income statement); and where appropriate, from the turnover in the area covered by the PPP agreement, especially for the last 3 financial years for which such information is available depending on the date on which the company was established or started operating and depending on availability of such information.

Техничка и професионална способност:
The minimum requirement for determining the technical or professional ability is the bidder:
(a) in the last 3 years (2017, 2018 and 2019) to have realized at least 1 (one) contract for reconstruction or maintenance of public lighting;
(b) to have professional staff, as follows:
• at least 2 electrical engineers with at least 3 years of work experience and;
• at least 2 persons with secondary vocational education in the field of electrical engineering.
(c) to have at least one crane with a fixed basket and a light vehicle.

(a) A list of the main services of the bidders performed in the last 3 years, with values, dates, buyers (contracting authorities or economic operators), by providing a certificate for performed services issued by the recipients or, if such certificates cannot be provided for reasons out of control of the bidder, only with his statement for performed services.

(b) Statement by which the bidder will confirm that it has at least two electrical engineers with work experience of at least 3 years and at least two persons with secondary vocational training in the field of electrical engineering.
(c) A statement by which the bidder will confirm that he owns or will rent a crane with a fixed basket, an easy vehicle, and that they will be in charge of the bidder for the smooth running of the service.
