The public procurement contract subject shall be goods – Asphalt mass, as follow:
— Asphalt Mass: Asphalt Concrete AB-11 without Transport,
— Asphalt Mass: Split Mastic — 16 (Stone Mastic Asphalt) without Transport,
— Asphalt Mass Asphalt Concrete AB-11 with Transport,
— Asphalt Mass Split Mastic — 16 (Stone Mastic Asphalt) with Transport.
The contract subject is divisible into lots as defined in the technical specifications. The economic operator can submit a tender for one, more or for all lots of the public procurement contract subject. The economic operator shall not divide the composing elements of the individual lot. For each individual lot of the contract, separate electronic auction shall be conducted through the electronic public procurement system (https://www.e-nabavki.gov.mk). The subject of the e-auction shall be the total cost including all costs and discounts, without VAT for the public procurement contract subject.

Asphalt Concrete AB-11

The production of this type of asphalt mixture shall include the following features in accordance with the technical regulations, norms and standards, defined with the standard MKS U.M3.010/75 as follows:

1) stone aggregate:

— of limestone origin with physical – mechanical features appropriate for the production of this type of asphalt,

— all fractions participating in the production of the asphalt mixture shall be deposited within the asphalt plant,

— the granulometric composition of the fractions participating in the production of the asphalt mixture shall be in accordance with the MKS criteria,

— the filler shall be within the allowed limits, but not more than 9 %;

2. bitumen:

— shall meet the quality requirements pursuant with MKS, as follows:

• penetration at 250,

• softening point according to PK [0С],

• penetration index (min.),

• relative density (gr/cm3);

— the bitumen type shall be 50-70,

— the optimal participation of the bitumen (binding agent) against the dry mixture (aggregate) shall be from 5 -6 %;

3) the production of this type of asphalt mixture shall be according to the formulation appropriate for AB-11 made by an institution authorized for development of formulations for asphalt mixtures.

Capability to perform a professional activity

To prove the capability to perform a professional activity, the economic operator shall submit the following:

— certificate for registered activity establishing that the operator is registered as a natural person or a legal entity to perform the activity related to the public procurement contract subject or proof of membership to an appropriate professional association in accordance with the regulations of the country of registration of the respective economic operator.

Technical or professional capability

To qualify as capable for performing the public procurement contract in subject, in terms of its technical or professional capability, the economic operator shall comply with the following minimal requirements:

— for lot 1 and lot 2, the economic operator shall have available an asphalt plant for asphalt mass production which shall be at distance not exceeding 15 km from the asphalt plant of PE ‘Ulici i patishta’ (Streets and Roads) — Skopje, located at Str. ‘16 Makedonska brigada’ Street No 18, Skopje (within the factory ‘Rudnici i zhelezarnica’ – Skopje).

The economic operator shall prove the compliance with the minimal requirements referred to in sub-item by submitting the following:

— statement of the economic operator verifying the possession or availability of an asphalt plant for production of the asphalt mass as referred to in sub-item.

All statements submitted and prepared by the economic operator to prove the technical capability shall be electronically signed by the economic operator and the same do not have to be verified by a competent authority.

The technical and professional capability of the economic operator can be supported by another entity regardless of the legal relations between the economic operator and that entity, except for the part relating to the reference list and the previously concluded contracts.

If the economic operator shall prove their technical and professional capability by referring to the support of another entity, it shall be obliged to prove the support with valid evidence — contract for business-technical cooperation indicating that the entity shall make available for the economic operator the relevant technical and professional resources.

The contracting authority shall check whether the entity, whose capability is used by the economic operator, meets the required conditions for qualitative selection and whether there are any reasons for his exclusion.

The contractor shall be obliged to deliver the contract subject successively depending on the requirements of the contracting authority, following the received written order duly verified by an authorized person (by fax or e-mail), as follows:

For the lots: 3 and 4 with 1 (one) day, following the receipt of the written order.

The obligatory place for delivery for lots 3 and 4 shall be indicated in each individual written order received by the contracting authority, located on the territory of the City of Skopje, or on the territory of all Municipalities of the City of Skopje:

1) Aerodrom,

4) Butel,

5) Gazi Baba,

6) Centar,

7) Shuto Orizari,
