List and brief description of conditions:

— the bidder should be registered as a natural person or a legal entity in order to perform the activity related to the scope of the Agreement on public procurement or to belong to an appropriate professional association in accordance with the regulations of the country where it is registered;

— in order to prove the ability to perform a professional activity, the economic operator should submit a certification registered activity as evidence that it is registered as a natural person or a legal entity to perform the activity related to the scope of the agreement on public procurement or evidence that it belongs to the appropriate professional association in accordance with the regulations of the country where it is registered.

— the economic operator is obliged to submit License A for a contractor of constructions of the first category in accordance with the Law on Construction (‘Official Gazette of the Republic of Macedonia’ No. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 132/16, 35/18, 64/18 and 168/18 and the ‘Official Gazette of the Republic North Macedonia’ No. 244/19 and 18/20) or Certificate for a foreign legal entity in accordance with Article 42 of the Law on Construction.

Економска и финансиска состојба:

— statement of the total income of the enterprise (data from the income statement issued by the competent authority, that is, audited income statement) and where required, statement of income in the area covered by the public procurement contract for the last three financial years for which such information is available depending on the date on which the enterprise was established or commenced operations and the availability of such information.

Минимално ниво(а) на стандарди:

— minimum total income of MKD 450 000 000.00 with VAT in the last 3 years (2017, 2018 and 2019 separately).

Техничка и професионална способност:

— a list of works performed in the last 10 years, by attaching a certificate for satisfactory performance of the most important works, in accordance with sub-item 2.5.1 indent 1;

— with a description/statement of the technical staff and the technical bodies that will participate in the execution of the public procurement, especially of those that will be involved in the performance of the works, regardless of whether they are employed at the economic operator, according to sub-item 2.5.1 indent 2;

— by submitting Authorizations A for performance engineer in the area of construction and Authorizations A for performance engineer in the area of geotechnics, in accordance with sub-item 2.5.1 indent 2;

— with educational and professional qualifications (work experience) of the persons with Authorization A for performance engineer in the area of construction and the person with Authorizations A for performance engineer in the area of geotechnics in accordance with sub-item 2.5.1 indent 2;

— by submitting a certificate for passed professional exam for at least 1 (one) professional for safety at work, and in accordance with item 2.5.1 indent 3;

— with a statement for the instruments, plants or technical equipment, which the contractor has at his disposal for execution of the contract in accordance with item 2.5.1 indent 4;

— notification for part of the contract that the economic operator intends to delegate to a subcontractor, whereby the economic operator must state in its bid data for the part of the contract that it intends to delegate to subcontractors (company, headquarters, unique tax number, etc. .);

All statements/descriptions/lists submitted and prepared by the economic operator to prove the technical capability, are electronically signed by the economic operator itself.

Минимално ниво(а) на стандарди:

— the economic operator must have at least 3 (three) implemented contracts for performance of the same or similar works (construction of stone embankment dam, concrete dam, arch dam and other types of dams) in the last 10 years, of which one signed and implemented contract for construction of minimum value of MKD 450 000 000.00 with VAT;

— the economic operator must have employed or hired at least 100 (one hundred) persons, out of whom 6 (six) persons with Authorization A for performance engineer in the area of construction with minimum work experience of 10 years and 1 (one) person with Authorization A for engineer in the geotechnics area with a minimum of 10 years of work experience;

— the economic operator has employed or hired at least 1 (one) professional for safety at work with a Certificate for passed professional exam;

— the economic operator must have at its disposal the following technical equipment: 15 dump trucks with a capacity over 12 m
