In order efficiently to fulfil the obligations under the EU Water Framework and Groundwater Directives, it is necessary to provide a systematic collection of relevant data on groundwater at the national level, their systematization, storage and monitoring of changes, i.e. to create and establish a Groundwater Database Management System (GWDMS).
The object of procurement are the consultancy services related to the creation and establishment of the GWDMS.
Additionally to main consultancy services, to the consultant shall organise workshops, print materials, cover transport costs, etc. The costs for these activities shall be reimbursed.

Negotiations: remain reserved.
Basic procedural principles: the contracting authority awards public contracts for services provided in Switzerland only to bidders who ensure compliance with the health and safety regulations and employment conditions for employees, as well as equal pay for women and men. If the service is provided outside Switzerland, the participant must ensure at least compliance with the International Labour Organization’s fundamental conventions in accordance with Annex 2a PPO. The self-declaration form ‘Compliance with working conditions, workplace health and safety regulations and requirement of equal pay for men and women: Declaration by the supplier’ has to be signed and is to be submitted with the bid.

Procedures for appeal: the tender proceeds in accordance with Section 3 of the Federal Ordinance on Public Procurement (PPO). There is no right of appeal.
Deadline/remarks: Bids contain all documentation in accordance with Section 6 Structure and content of the bid and are to be submitted in a sealed envelope as follows:
(a) one original signed hard copy labelled ‘Original’;
(b) two signed copies labelled, ‘Signed Copy’ c.one data storage device (e.g. CD, DVD or Memory Stick) of all requested documents. Language(s) for bids: English language Alternative for submission of offers due to exceptional situation of Covid-19: Due to the exceptional situation of Covid-19 the bidders can by way of exception submit the bid by email only. In this case bidders send the bid (format pdf) to stanislava.dodeva@eda.admin.ch and to cliff.hammer@eda.admin.ch by 27 July 2020, 16.00 (Central European Summer Time). Bids received late cannot be taken into consideration. They will be returned to the bidder. The email must mention “BID” in the reference line. And bidders must confirm in the email the binding force of the bid. The receipt of the bids submitted via email will be acknowledged via email on 28 July 2020.

Reasons for the decision to award: after assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The offer of the winning bidder convinced above all regarding regarding the high quality of the nominated team, the excellent understanding of the mandate, proposed approach and methodology and the project organization, the proposed step-wise implementation and the detailed description of all planned activities and deliverables. Procedures for appeal:The tender proceeds in accordance with Section 3 of the Federal Ordinance on Public Procurement (PPO). There is no right of appeal. The contracting authority reserves the right to award subsequent mandates to the successful bidder of this tender procedure if a change of bidder is not possible for economic or technical reasons, or would cause significant difficulties or incur disproportionate costs for the contracting authority.
