• Statement that, within the last 5 years, it has not been issued an effective court judgment for committed offence in Article 88, paragraph 1 of the LPP (Law on Public Procurement).

• Certificate that it is not subject to a bankruptcy procedure opened by a competent authority.

• Certificate that it is not subject to a liquidation procedure opened by a competent authority.

• Certificate of paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered.

• Certificate from the Registry of Offences for Committed Crimes by Legal…

… Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against it.

Capability of the economic operator to perform a professional activity:

— Document of registered economic activity: DRD Form

Техничка и професионална способност:

— By list of main deliveries of goods or services rendered, including values, dates, buyers (contracting authorities or economic operators), and by providing a certificate of completed deliveries and services rendered: Economic operator has to have at least 3 (three) completed contracts in the last 3 (three) years for developing a GIS Solution, one of which for an integrated system with GIS assistance, currently operational in Macedonia or wider.

— By describing the technical personnel and technical bodies that will part take in performing the public procurement, particularly those in charge of quality control, and in case of public procurement of works, those that will be involved in performing the works, regardless whether they are employed by the economic operator or not:

— At least 1 (one) employed or contracted person with internationally recognised certificate for project management, that is, PMP or equivalent, who will be at disposal for the whole contract duration.

— At least 5 (five) persons certified to work with ArcGIS technology, as follows:

• database expert: At least 1 (one) certified technical person with university degree in the field of technical sciences or equivalent, with at least 3 (three) years working experience, with a certificate ‘Enterprise GeoDatabase Management Professional’ or equivalent, issued by the developer (manufacturer) of the ArcGIS platform, who will at disposal for the whole contract duration.

• GIS Expert: At least 2 (two) GIS experts, with B.Sc. in electrical engineering, B.Sc. in computer science from the PMF (Faculty of Natural Sciences and Mathematics) or B.Sc. in geodetic engineering (surveying), with at least 3 (three) years work experience in implementing ArcGIS systems, with certificates for designing GIS systems issued by the developer (manufacturer) of the software, who will be at disposal for the whole contract duration.

– Developer (Programmer) for WEB GIS applications: at least 1 (one) certified technical person with university degree in the field of technical sciences or equivalent, with at least 3 (years) work experience, with a certificate ‘WEB Application Developer Associate’ or equivalent, issued by the developer (manufacturer) of the ArcGIS platform, who will be at disposal for the whole contract duration.

– GIS Trainer: at least 1 (one) certified technical person with university degree in the field of technical sciences or equivalent, with at least 3 (years) work experience in implementing ArcGIS systems, with a certificate for conducting technical training (certified trainer or instructor), issued by the developer (manufacturer) of the software, who will be at disposal for the whole contract duration.

The economic operator may not be a notified operator for electronic communications networks and services at the Agency for Electronic Communications.

– The economic operator has to have at its disposal system providing 24 x 7 technical support via e-mail, telephone, and fault reporting ticketing system, which has to be provided by at least a help-desk or free of charge telephone number.
