Responsibility for damage to aircraft flying within, within, from or through the territory of the Republic of Northern Macedonia the minimum amounts of insurance for damage caused to passengers, luggage, items and/or third parties shall be regulated in accordance with the provisions of the Regulation (EC) 785/2004 of 21 April 2004 on the sum insured in the amount of MKD 18 000 000 in denar counter-value at the exchange rate of the National Bank of the Republic of Northern Macedonia on the day of payment (Official Gazette No. 220 October 2019)

2) Casco insurance without franchise, for the three planes of the sum insured per plane of USD 3 109 000.

3) AirTractor AT-802A firefighting pilots accident with insurance amounts:

— death from an accident MKD 1 500 000.00 and

— permanent disability MKD 3 000 000.00

Economic operator:

— to whom in the last 5 years a final verdict has been pronounced for participation in a criminal organization corruption, fraud or money laundering;

— to which a minor penalty has been imposed ban on participation in public call procedures, awarding public procurement contracts and public-private partnership contracts;

— to which a minor penalty has been pronounced temporary or permanent prohibition for carrying out a particular activity;

— is in a bankruptcy or liquidation procedure,

— who has unpaid taxes, contributions and other public duties, unless the economic operator has been granted deferred payment of taxes, contributions or other public fees in accordance with the special regulations and regularly pays them;

— to whom a misdemeanor sanction has been pronounced a ban on performing a profession, activity or duty, that is, a temporary ban on performing a particular activity; and

— who gives false data or fails to submit the data requested by the contracting authority.

In order to prove the ability to perform professional activity, the economic operator should submit a document

For registered activity as evidence that it is registered as a natural or legal person for performing the activity related to the subject of the public procurement contract or evidence that it belongs to a suitable professional association in accordance with the regulations of the country where it is registered.The same is proved by:

— copy of the Document for registered activity - DRD Form

2.3.2 Evidence issued by a competent body for fulfilling the special conditions for performing the activity

Prescribed in accordance with the law that relate to the subject of the contract.

The same is proved by:

— permit/decision from the competent state body for performing insurance activities, with specified classes of insurance,

Техничка и професионална способност:

To qualify as capable of performing the subject matter of a public procurement contract in terms of its technical or professional capacity, the economic operator must meet the following minimum requirements:

— to have a permit from the appropriate regulatory body (insurance supervision agency), according to the classes, i.e. insurance tariffs according to which the appropriate insurance coverage will be provided, in accordance with the subject of public procurement, i.e. to have a permit for issuing air liability policies. and accident pilot insurance,

— to have reinsurance coverage from a reinsurance company that has a minimum credit rating of VV + determined by standard and poor's or equivalent by another rating agency (for example: Moody's, Fitch Group, AM Best).

Минимално ниво(а) на стандарди:

The economic operator proves the fulfillment of the minimum conditions from sub-item 2.3.3.1 by submitting:

— statement by the responsible person of the economic operator that they have the appropriate permit specified in item 2.3.3.1, condition 1,

— certificate of reinsurance from a reinsurance company with a minimum rating of A or BB + determined by standard and poor or equivalent from another rating agency (for example: Moody's, Fitch Group, AM Best) which states: the subject of insurance, aircraft with registration mark, the number of the open procedure, with the signature and seal of the reinsurer or the reinsurance leader if there are more reinsurers.

Услови за извршување на договорот:

The holder of the procurement is obliged to perform the subject of the public procurement immediately after the signing of the contract. The execution deadline is obligatory. The holder of the procurement is obliged to issue a policy subject to the procurement. The holder of the procurement is obliged to pay the sum insured after the damages within 14 days from the recognition and/or determination (by a public competent institution) of the responsibility of the holder of the procurement for the caused damage. Any bid that contains a maturity date other than that specified in this paragraph shall be deemed inadmissible and as such shall be rejected by the Public Procurement Commission.

1) Publication of the contract notice regarding the content of the contract notice or the tender documentation;
