2.3. Requirements for qualitative selection

2.3.1 Capability for exercising registered core (business) activity.

Any legal or natural entity capable for performing activities related to the contract subject has a right of participation in the procedure, or is member in appropriate professional association in accordance with the provisions valid in the domicile country.

2.3.2. For the purpose of proving its competence for performing professional activity, the economic operator shall submit document for registered activity, proving that it is registered as legal or natural entity capable for performing activities related to the contract subject, or an evidence of its membership in appropriate professional association in accordance with the provisions valid in the domicile country.

Техничка и професионална способност:

2.4.2. For the purpose of proving that the economic operator meets the minimum requirements/criteria, it submits:

1) List on main deliveries performed in the last 5 (five) years, stating the amounts, dates, contract validity period, suppliers (contracting authorities or economic operators), suppliers` contact persons and confirmations for qualitatively performed deliveries. In case the tenderer is not allowed to provide confirmations due to reasons beyond its control, it is required a statement that it has made qualitative deliveries to be submitted, and it shall contain all above-mentioned required information – Attachment 1.

2) Evidence for engaged technical personnel (without taking into consideration whether they directly belong to the economic operator) that the tenderer has engaged appropriate technical personnel that will be available and directly engaged in the procurement realization, by attaching CV for the engaged technical personnel in accordance with the requirements, such as:

— for proving the requirement about having at least one (1) employee or engaged person with at least 3 years working experience with valid certificate by the manufacturer of the equipment, the economic operator submits a statement that the person who is available or the engaged person will be available during the contract validity period, the person shall hold a certificate and it is attached, short biography;

— for proving the requirement about at least one (1) employee or engaged person with at least 3 years working experience with valid certificate by the manufacturer of the equipment, the economic operator submits a statement that the person who is available or the engaged person holds a certificate and it is submitted, a short biography shall be submitted and the same person to be available during period validity.

2.4.3. The documents stated in item 2.4.2. except for the separate confirmations/recommendations (if required), shall be prepared and signed by the economic operator itself, they shall be signed with valid digital certificate by the economic operator's person in charge of, or by a person authorized by him/her.

Минимално ниво(а) на стандарди:

2.4.1. For the purpose of qualifying as technically and professionally competent for executing the contract subject, the economic operator shall meet the following minimum requirements:

1) To have qualitatively conducted at least 2 (two) implementations of the solution of the same type or any alike on the territory of Europe in the last 5 (five) years.

2) To have engaged appropriate technical personnel, with appropriate knowledge of performing the procurement, they shall be trained by the manufacturer of the systems that are offered or directly by the manufacturer itself, i.e.:

— at least one (1) employee or engaged person with at least 3 years working experience as project manager, with an experience in realized project of this type;

— At least one (1) employee or engaged person with at least 3 years working experience as an engineer for systems with an experience in realized project of this type.
