In order to prove its personal condition the economic operator is obliged to submit the following documents:

— statement that in the past 5 years it was not rendered a final court judgment for committed crime pursuant to Article 88, paragraph 1 of the PPL;

— confirmation by a competent organ that a…

… bankruptcy procedure was not opened;

… liquidation procedure was not opened;

— confirmation for paid taxes, contributions and other public duties issued by a competent organ in the country where the economic operator was registered;

— certificate from the Registry of penalties for crimes committed by legal persons that…

… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him;

… a minor penalty for temporary or permanent prohibition of performing a specific activity has not been imposed over him;

Capacity for performing professional activity of economic operator:

— document for registered activity: In order to prove its capacity for performing professional activity, the economic operator shall submit the following:

• confirmation for registered activity as an evidence that it is registered as natural or legal entity for performing the activity related to the subject of the public procurement contract or an evidence that it is a member of relevant professional association in accordance to the regulation of the country where it is registered.

The economic operator shall prove the meeting of the minimum conditions by submitting a document — balance sheet report and income statement issued by the Central Register of Republic of N. Macedonia (for years 2017, 2018 and 2019).

Минимално ниво(а) на стандарди:

In order to qualify as capable of performing the subject public procurement contract from the aspect of its economic and financial condition, the economic operator should meet the following minimum conditions:

— minimum realised income in the field subject to this public procurement, of the same or related type in the amount of at least MKD 20 000 000.00 cumulatively for the following 3 (three) years (for the years 2017, 2018 and 2019). If the economic operator performs its activity in a period of less than these 3 years (2017, 2018 and 2019), the minimum condition for determining its economic and financial condition is that it met this condition in the years for which there are available data.

Техничка и професионална способност:

The economic operator shall prove the meeting of the minimum conditions by submitting of the following:

— list of main rendered services in last 5 (five) years, with values, dates, buyers (contracting organs or economic operators), by providing confirmation for the rendered services in a form of minimum three (3) confirmations for quality rendered services alike the procurement subject in health institutions (state or private) in the past 5 (five) years;

— statement for an employee or engaged technical personnel for minimum 27 persons engaged personnel for performing the activities stipulated in the public procurement, by enclosing occupational safety and health certificate, for minimum 22 cleaners and for minimum five persons to submit certificate for undergone training for occupational safety and health for workers who work on heights, practical and theoretical part;

— statement that it has at its disposal or provide the necessary equipment and adequate machines for general and current cleaning of facilities with a list of equipment, by enclosing invoices or other relevant evidence that it has at its disposal the necessary equipment and copy of vehicle traffic books for the vehicles it has at disposal.

Минимално ниво(а) на стандарди:

In order to qualify as capable of performing the subject public procurement contract from the aspect of its technical and professional capacity, the economic operator should meet the following minimum conditions:

— to have rendered minimum 3 (three) services related to the procurement subject in health institutions (state or private) in the last 5 (five) years;

— to have employed or to have at disposal at least 27 persons — engaged personnel for providing the services stipulated in the public procurement as follows: minimum 22 cleaners that have occupational safety and health certificates and minimum five persons that have certificates of an undergone training for occupational safety and health for workers who work on heights, practical and theoretical part;

— to have at its disposal or provide the necessary equipment and adequate machines for general and current cleaning of facilities with a list of equipment that should, as minimum, consist of the following devises and equipment:

• minimum five machines for cleaning hard/soft floors,

• minimum two industrial vacuum cleaners,

• minimum five vacuum cleaners with HEPA filters,

• minimum one machine for cleaning under pressure (WAP),

• minimum two ladders, certified for working height of up to nine meters,

• minimum four vehicles for transport of employees and materials,

• minimum six movable hygiene cart.
