— confirmation that no bankruptcy procedure has been opened by a competent authority;

— confirmation that no liquidation procedure has been opened by a competent authority;

— certificate for paid taxes, contributions and other public duties from a competent authority of the country where the economic operator is registered;

— confirmation from the registry of fines for committed criminal acts of the legal entities that…

… he has not been pronounced a secondary penalty ban on participation in public call procedures, awarding public procurement contracts and public-private partnership contracts;

… no secondary punishment has been imposed, temporary or permanent ban on performing a certain activity;

— certificate that no misdemeanor sanction has been pronounced with a final judgment — prohibition to perform a profession, activity or duty, i.e temporary prohibition to perform a certain activity

Ability to perform professional activity of the economic operator

— document for registered activity: Certificate for registered activity as proof that it is registered as a natural or legal person for performing the activity related to the subject of procurement or proof that it belongs to an appropriate professional association in accordance with the regulations of the country where it is registered.

Економска и финансиска состојба:

— balance sheet report issued by a competent authority, i.e. audited balance sheet, or excerpts from the balance sheet report, in cases where the publication of the balance sheet is prescribed by law in the country where the economic operator is registered: Total annual income of at least MKD 20 000 000.00 during the last 3 years of operation,

— statement of the total income of the enterprise (data from the income statement issued by a competent authority, i.e. audited income statement) and, where required, a statement of income in the area covered by the public procurement contract, mostly for the last 3 financial years for which such information is available depending on the date on which the company was established or started operating and depending on the availability of such information: Total annual income of at least MKD 20 000 000.00 during the last 3 years of operations.

Техничка и професионална способност:

— with a list of main deliveries of goods or services with values, dates, buyers (contracting authorities or economic operators), by providing confirmation of deliveries or services performed: to have quality performed at least 3 (three) of deliveries in the area of the subject of the procurement (for digitalization of processes) in the last 3 (three) years, where one delivery to be worth at least from MKD 18 000 000,

— with a description of the technical staff and technical bodies that will participate in the execution of the public procurement, especially those who are responsible for quality control, and in case of public procurement of works, those who will be involved in the performance of works, regardless whether they are employed in the economic operator or not: The bidder is required to have certified persons for databases, application software, network, system and virtual technologies, as well as certified persons in the field of information security and project management, as follows: certified staff for application and database development: o minimum 2 (two) certified persons in the field of database management and management with a certificate (MCSE) Microsoft Certified Solution Expert: Data Management and Analytics or equivalent according to the offered technology o minimum 2 (two) certified persons in the field of application software development with possession of a certificate (MCSA) Microsoft Certified Solution Associate: Web Applications or equivalent according to the offered technology certified virtualization staff, operating systems, as follows:

— minimum 2 (two) certified employees or hired certified persons in the field of virtualization from the platform (technology) of the offered solution (minimum) one) certified employee or hired certified person in the field of operating systems, min. Windows Server 2012 or equivalent certified personnel for network technologies and network security, as follows:

• minimum 2 (two) certified employees or network hired persons, in the field (technology) of the offered solution o minimum 1 (one) certified employee or hired person for safety, in the field (technology) of the offered solution ‘проект’ certified project management staff, as follows: at least 1 (one) certified employee or hired certified person in the field of project management (PMP, or equivalent). Process certified staff for process management, as follows: minimum 1 (one) certified employee or hired certified person in the field of process management (ITIL or equivalent). Note: a person from the technical staff that the economic operator has at his disposal or is engaged for the duration of the contract, and is proposed in the offer of the economic operator, can appear in at most two roles (positions) from the stated conditions.
