This procurement involves seeding of clouds against hail with reagent-silver iodide (AgJ) from airplane.
The cloud seeding hypothesis is based on the concept of useful competition.
Competition is a lack of natural ice cores in the cold cloud environment and injection of silver iodide creates a significant number of artificial crystallization cores.
Arable and artificial ice crystals are ‘competing’ for the content of cool cloud water in the bearing cloud and as a result of the method, the grains formed in the sown cloud volume will be smaller in size, causing less damage if they fall to the ground.
Artificial cores seeding with silver iodide is carried out by specialized aircraft and seeding procedures depending on the meteorological conditions.

Краток опис:

The subject of the procurement is weather modification with aircraft cloud seeding, that is, the effect on the clouds with the whole protection against hail:

1) The fact that it is an application of the method of seeding the clouds with a reagent based on silver iodide through aircraft seeding;

2) In rockets with which aeronautical radiation is carried out to incorporate silver iodide (AgJ) based reagents with a minimum of 2,5 h 1 013 active crystallization sails at temperatures of -100 ºC from gram meteorological reagent;

3) The certificate or appropriate attestation (test) of the meteorological reagent to be issued by a licensed world laboratory with a chamber for statistical or dynamic testing;

4) Depending on the type and characteristics of convective clouds, weather conditions and terrain, the following three methods of seeding are used:

— seeding clouds on the peak,

— cloud base seeding,

— lateral seeding.

(The type of seeding method is the decision and responsibility of the economic operator)

5) Protection against aircraft seizure by city to be implemented throughout the territory of RNM.

6) Protection period from the city of 15.4.2020. to 10.15.2020

— in order to realize the time modification services with airplane seeding, the economic operator should dispose of the following equipment and allow:

1) At least 2 aircraft have the following characteristics:

— the planes are dual-engines and meet international flying standards in specific weather conditions and the ability to operate (take off and land) on turf,

— the maximum flying altitude of the aircraft is at least 5 000 meters above sea level,

— continuous operational flight at least 3,5 hours.

2) To possess the relevant permits and licenses for such type of flight, in accordance with the laws of RNM and international standards.

— a certificate of work for the provision of specialized aircraft services issued by the Civil Aviation Agency of the Republic of North Macedonia, or a license to perform the same work if a foreign economic operator is employed in his country. for extraction of chemicals and water from aircraft — seeding clouds to challenge returns from do,

— subject to tender at electronic auction.

1) Availability of 2 airplanes 24 hours a day with active avionics up to a maximum of 400 hours of effective flight in 6 months;

2) The economic operator shall have at least 800 kg of reagent available for the period of active plane defense from hail and 300 kg of oil container to be secured by signing a contract.

Reminder: in case of exceeding the maximum 400 hours of effective flight, the cost of each scheduled hour shall be calculated as follows: the sum total from point 1 divided by 400 hours. The Hydrometeorological works authority shall make a commitment from the available 800 kg reagent to pay at least a quantity of 300 kg of reagent according to the unit price for 1 kg of reagent and the rest shall pay it successively during the period of selected from one city to another, depending on the time made sure that she had exhausted the total amount of 800 kg of reagent.
