For the purpose of proving its personal standing, the economic operator shall submit the following documents:

Statement that a final judgment for a criminal offense as in Article 88 paragraph 1 of the Public Procurement Law has not been issued thereto;

Certificate by a competent authority that a…

… bankruptcy procedure has not been initiated;

… liquidation procedure has not been initiated;

Certificate by a competent authority from the country of registration of the economic operator regarding taxes, contributions and other public dues paid;

Certificate by the register of sentences for crimes committed by legal entities that a secondary sentence…

… prohibiting the participation in open call procedures, contract award procedures and awarding of contracts for public private partnership, has not been imposed thereon;

… for temporary or permanent prohibition on performing a particular activity, has not been imposed thereon;

Certificate that a misdemeanor sanction resulting in prohibition for practicing a profession, performing activity or duty, or temporary prohibition on performing a particular activity has not been imposed thereon by a legally valid court decision;

Capacity of the economic operator to perform professional activity:

— registered activity document: to prove its capacity to perform such professional activity, the economic operator shall submit a document for registered activity as proof that it was registered as either a natural or legal entity performing the activity related to the subject of public procurement contract, a single document proving its capacity, or evidence that it belongs to an adequate professional association in accordance with the regulations of the country where it was registered.

Техничка и професионална способност:

— a list of major deliveries of goods or services rendered, including their values, dates, buyers (i.e. Contracting Authorities or Economic Operators) and providing confirmation certificates regarding such deliveries performed or services rendered,

— educational and professional qualifications of the service provider or contractor performing the works or of its managerial staff, provided that they are not evaluated as a criterion for selecting the winning bid,

— a statement regarding the average annual number of employees with the service provider or contractor performing the works and the number of service provider or contractor’s managerial staff for the last 3 years.

Минимално ниво(а) на стандарди:

— experience in installation, implementation and customer support of Microsoft licenses, including at least 1 contract as the subject of procurement, concluded in the last 3 years (2019, 2018 and 2017) with a value equivalent to or greater than the purchase value on an annual level,

— CVs of people envisaged to implement the contract with mandatory submission of their certificates MS-500: 365 Microsoft Security Administration or equivalent and MS-100: Microsoft 365 Identity and Services or equivalent,

— at least 1 person employed or engaged that has a Certificate MS-500: 365 Microsoft Security Administration or equivalent,

— at least 3 persons employed or engaged that have a Certificate MS-100: Microsoft 365 Identity and Services or equivalent.
