In order to prove its personal standing, the economic operator has to submit the following documents:

— statement that, within the last 5 years, it has not been issued an effective court judgment for committed offence in Article 88, paragraph 1 of the LPP (Law on Public Procurement),

— certificate that it is not subject to a bankruptcy procedure opened by a competent authority,

— certificate that it is not subject to a liquidation procedure opened by a competent authority,

— certificate of paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered,

— certificate from the Registry of Offences for Committed Crimes by Legal…

… Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against it,

… Persons, that a secondary sentence for provisional or permanent prohibition to execute a specific business activity has not been issued against it,

— certificate that there is no legally effective judgment imposing a misdemeanour sanction — prohibition to perform a profession, activity or duty, or provisional prohibition to perform a specific activity, imposed against it.

Capability of the economic operator to perform a professional activity: DRD Form.

Техничка и професионална способност:

By list of main deliveries of goods or services rendered, including values, dates, buyers (contracting authorities or economic operators) and by providing a certificate of completed deliveries and services rendered: economic operator has to have at least 3 completed contracts in the last 3 years for developing a GIS Solution, 1 of which for an integrated system with GIS assistance, currently operational in Macedonia or wider.

— by describing the technical personnel and technical bodies that will part take in performing the public procurement, particularly those in charge of quality control and in case of public procurement of works, those that will be involved in performing the works, regardless whether they are employed by the economic operator or not: at least 1 employed or contracted person with internationally recognised certificate for project management, that is, PMP or equivalent, who will be at disposal for the whole contract duration. At least 1 employed or contracted person with internationally recognised certificate for IT service management, that is, ITIL (Information Technology Infrastructure Library) or equivalent, whole will be at disposal for the whole contract duration. At least 2 employed or contracted persons with valid certificate for prove specialisation, implementation or specialist for storage solutions, issued by the manufacturer of the equipment offered for item 1.2 (storage), who will be available for the whole contract duration. At least 2 employed or contracted persons with valid CCIE certificate or equivalent, for design, implementation, configuration and support of complex security systems and environments, who will be available for the whole contract duration. At least 1 employed or contracted person with certificate for conducting technical training (certified trainer or instructor). At least 4 persons certified to work with ArcGIS technology, as follows:

— database expert: at least 1 certified technical person with higher education in the field of technical sciences or equivalent, with at least 3 years of working experience, possessing the certificate ‘Enterprise Geodata Management Professional’ or equivalent, issued by the manufacturer of the ArcGIS platform, who will be available for the whole contract duration,

— GIS expert: at least 2 GIS experts, who are gradated electrical engineer, PMF computer engineers or graduated geodetic engineers, with at least 3 years of experience in implementing ArcGIS systems, with certificates for designing GIS systems, issued by the software manufacturer, who will be available for the whole contract duration,

— software developer for WEB GIS applications: at least 1 certified technical person with higher education in the field of technical sciences or equivalent, with at least 3 yeas of working experience, possessing the certificate ‘WEB Application Developer Associate’ or equivalent, issued by the manufacturer of the ArcGIS platform, who will be available for the whole contract duration,

— by describing the technical conditions and measures to be used by the economic operator in order to ensure the quality and by description of its research and development capacities: to have authorisation issued by the manufacturer of the hardware equipment offered, proving that it is authorised to install and service the equipment in items 1.1 and 1.2. Economic operator has to have at its disposal system providing 24 x 7 technical support via email, telephone and fault reporting ticketing system via help-desk or free of charge telephone number. Economic operator may not be a notified operator for electronic communication networks and services at the Agency for Electronic Communications
