For the purpose of proving their ability to perform a professional activity, the economic operator shall submit:

— a document for registered activity (DRD Form) as proof that the operator is registered as a natural person or a legal entity to perform an activity related to the public procurement contract or proof of membership in an appropriate professional association in accordance with the regulations of the country where the operator is registered. License for public transportation of passengers and goods in the internal and/or international road transport, issued by the Ministry of Transport and Communications. If economic operators submit a bid as a group of economic operators, each separate member of the group shall prove their ability to perform a professional activity. As proof that there are no reasons for exclusion from the proceedings pursuant to Article 88 of the Law on Public Procurement, the contracting authority accepts the following documents:

— a statement by the economic operator that in the past 5 years, the economic operator or a person who is a member of the managing or supervisory authority of that economic operator or who is authorised to represent, make decisions or supervise the economic operator has been issued no effective court verdict for committing an act of crime involving elements of participation in a criminal organisation, corruption, tax and contribution evasion, terrorism or criminal offenses related to terrorist activities, money laundering and financing terrorism, child labour and human trafficking, as set forth in the Criminal Code;

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

— confirmation stating that no bankruptcy procedure has been initiated by a competent body or a unique document proving ability;

— confirmation stating that no liquidation procedure has been initiated by a competent body or a unique document proving ability;

— confirmation from the Register of Penalties for Committed Criminal Offenses of Legal Entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public-private partnership has been pronounced or a unique document proving ability;

… temporary ban on performing particular activity has been pronounced or a unique document proving ability;

… permanent ban on performing particular activity has been pronounced or a unique document proving ability;

— confirmation stating that no misdemeanour sanction —…

… ban on the performance of the profession, activity or duty has been pronounced with an effective verdict or a unique document proving ability; and

… temporary ban on the performance of a particular activity has been pronounced with an effective verdict or a unique document proving ability.

Техничка и професионална способност:

As proof that the economic operator meets the quality requirements pursuant to Article 92 of the Law on Public Procurement, the contracting authority accepts the following documents:

1) Confirmation of 3 (three) successfully realised contracts for the provision of organised transportation within the entirety of the Republic of North Macedonia or abroad; if the bidder is unable to provide such a confirmation, they shall supply a copy of a signed contract accompanied with their statement that the contract has been realized successfully.

In order to qualify as capable of carrying out the relevant public procurement contract in terms of their technical or professional ability, the economic operator must meet the following minimum requirements:

1) The bidder must evidence at least 3 (three) successfully realised contracts for the provision of organised transportation within the entirety of the Republic of North Macedonia or abroad;
