To evidence their personal situation economic operators shall present the documents as follows:

— statement that no final court judgment has been rendered to the economic operator for committed crime pursuant to Art. 88 par. 1 of the Public Procurement Law;

— certificate stating that no bankruptcy proceedings have been institutes by a competent authority;

— certificate stating that no liquidation proceedings have been institutes by a competent authority;

— certificate of paid taxes and other public dues issued by the competent authority in the country in which the economic operator is registered.

Capacity to perform professional activity of economic operators.

Document of registered business activity:

4.5.2.1 Domestic economic operators shall submit the following:

— document of registered business activity as proof that it has been registered as a physical or legal party for carrying out an activity related to the subject of procurement, issued by the Central Register of the Republic of North Macedonia;

4.5.2.2 Foreign economic operators shall submit the following:

— document of registered business activity as proof that it has been registered as a physical or legal party for carrying out an activity related to the subject of procurement or evidence of participation in a respective professional association in accordance with the regulations of the country of registration,

— certificate issued by the Register of sentences on committed crimes by legal entities, stating that no criminal sanction has been pronounced —…

… prohibition from participation in public call procedures, awarding of public procurement contracts of public-private partnership partnerships contracts,

… temporary or permanent interdiction for exercising certain business activity, and

— certificate stating that no criminal sanction has been pronounced under a final judgement — interdiction to exercise certain profession or business activity or duty, i.e. temporary interdiction for exercising certain business activity issued by the competent authority.

Економска и финансиска состојба:

— Statement of the overall income of the company (record of the income statement issued by a competent authority, i.e. audited income statement) and, where required, a statement of income in the area covered by the public procurement contract, at most for the last 3 financial years for which such information is available depending on the date on which the company was incorporated or commenced its business operation and depending on the availability of such information.

Минимално ниво(а) на стандарди:

To have a minimum annual income in the amount of MKD 45 000 000.00 in each of the last 3 financial years.

Техничка и професионална способност:

— With a description of the technical conditions and measures the economic operator applies as to assure quality as well as description of its capacities for development and research.

2) The bidder must have an established technical support center. In addition, the Technical Support Center should be authorised by the manufacturer of the equipment with defined minimum quantities of equipment that needs to be kept in stock in order to provide quick intervention in case of a defect.

— Certificates and reports issued by authorised bodies for quality control with recognised competency, which test the eligibility of the products clearly established under the references of the specifications and standards: the bidder should be authorised by the manufacturer of the equipment (MAF-Manufacturer Authorisation Form) or hold a C/O (certificate of origin) or equivalent for participation in the tender. The certificates refer to the installed equipment which is actually the core of the technical solution — the telemetry gas system with programme packages (Programme package for metering data reading and collection, Telemetry software package (SCADA), programme package for system platform as a support of the natural gas rules and Programme package for web access of end users).

Standards:

— quality system standards: quality management standard MKS EN ISO 9001:2015 or equivalent — standard on protection and security of information MKS EN ISO/IEC 27001:2013 or equivalent

— environmental management standards: MKS EN ISO 14001:2015 or equivalent — МКС EN ISO 14001:2015 or equivalent — OHSAS 18001:2007 or equivalent.

Минимално ниво(а) на стандарди:

— With a list of main deliveries of goods or services, with values, dates, buyers (contracting authorities or economic operators), providing confirmation of deliveries or services rendered:

1) To possess references:

1.1) At least 1 (one) verified reference for quality execution of projects in the field of reading, storage, transmission of measurement data of the natural gas transport system, in the last 3 (three) years. The reference implementation must be of an appropriate size, that is, with connected minimum 60 ending measuring stations, and the program equipment must be implemented as a fail-over redundant system in two locations;

1.2) At the users it should have an implemented commercial OPC server that supports the standard communication protocols: ENRON Modbus, Modbus Ethernet, Modbus RTU Serial, Modbus RTU and TCP with a minimum of 30 000 tags in the system, with a precisely specified model and type of OPC server;

1.3) To have implemented in a user system minimum 3 (three) different manufacturers of correctors that support corrected and uncorrected states and flows, with accurately indicated models and types;

1.4) To have implemented in a user system at least 2 (two) different manufacturers of chromatographs, with accurately indicated models and types;

1.5) To have implemented in a user system minimum 2 (two) flow computers, with accurately indicated models and types;

1.6) To have implemented in a user system minimum of 1 (one) HMI PANEL, with accurately indicated models and types.
