In order to prove its personal condition the economic operator is obliged to submit the following documents:

— statement that in the past 5 years it was not rendered a final court judgment for committed crime pursuant to Article 88, paragraph 1 of the PPL;

— confirmation by a competent organ that a…

… bankruptcy procedure was not opened;

… liquidation procedure was not opened;

— confirmation for paid taxes, contributions and other public duties issued by a competent organ in the country where the economic operator was registered;

— certificate from the registry of penalties for crimes committed by legal persons that minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him;

— certificate from the Registry of penalties for crimes committed by legal persons that a minor penalty for temporary or permanent prohibition of performing a specific activity has not been imposed over him;

— confirmation that a final judgment — prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator;

— document for registered activity: As a condition for determining its capacity for performing professional activity, the contracting organ shall require that each economic operator to submit evidence that it is registered as natural or legal entity for performing the activity related to the procurement subject or an evidence that is a member of a relevant professional association in accordance to the regulation of the country where it is registered. As an evidence that it meets the conditions for its professional capacity, the economic operator shall submit the following: conformation for registered activity (DRD Form) as an evidence that it is registered as natural or legal entity for performing the activity related to the subject of the public procurement contract or and evidence that is a member of a relevant professional association in accordance to the regulation of the country where it is registered. In the Republic of North Macedonia a competent organ for issuing this document is the Central Registry of the Republic of North Macedonia. When determining the capacity for performing professional activity of economic operators, the contracting organ shall also require evidence issued by a competent organ for meeting the special conditions for performing the activity prescribed by law, which are related to the public procurement subject. Pursuant to the valid construction law, the economic operators shall possess: License (B) for performing constructions, issued by the competent organ in the country pursuant to the construction law. Such competent organ in the Republic of North Macedonia is the Ministry of Transport and Communications. The economic operators shall prove the meeting of the special conditions for performing the activity prescribed by the law by submitting of: License (B) for performing constructions, issued by the competent organ in the country pursuant to the construction law. Such competent organ in the Republic of North Macedonia is the Ministry of Transport and Communications.

Техничка и професионална способност:

The economic operator shall prove the meeting of the minimum conditions by submitting the following:

— list of performed works: to have at least 3 (three) realized contracts or alike in the last 3 years, proved by submitting a scanned version of the contracts.

— description of the technical personnel regardless of the fact if they are employed in the economic operator or not in the following manner: at least six persons of which at least two graduated architecture engineers with performance authorization A or B, one electrical engineer with performance authorization A or B and one mechanical engineer with performance authorization A or B, which shall be proved by submitting the authorizations and confirmation for the total number of employees issued by the Employment Agency of RM or by enclosing a scanned version of the contract.

The contracting organ shall determine the necessary technical and professional capacity for quality contract performance using the following minimum conditions:

— list of performed works: to have at least 3 (three) realized similar contracts (for current maintenance or reconstruction or adaptation of facilities) in the past 5 years.

The contracting organ shall determine the necessary technical and professional capacity for quality performance of the contract by the following minimum conditions: description of the technical personnel regardless of the fact if they are employed in the economic operator or not in the following manner: at least six persons of which at least two graduated architecture engineers with performance authorization A or B, one electrical engineer with performance authorization A or B and one mechanical engineer with performance authorization A or B.

Извршување на договорот
Услови за извршување на договорот:

Guarantee for quality performance of the contract: yes (5 %)

Quality systems standards: in order to qualify as capable for performing the subject public procurement contract from the aspect of the quality system standards, the economic operator should meet the following standards: ISO 9001: 2015.The economic operator shall prove the meeting of the standards by submitting of a scanned version of the Certificate for meeting the standard ISO 9001:2015 or equivalent.

— Environment management standards: in order to qualify as capable for performing the subject public procurement contract from the aspect of the environment management standards, the economic operator should meet the following standards: ISO 14001:2015. The economic operator shall prove the meeting of the standards by submitting of a scanned version of the certificate for meeting the standard ISO 14001:2015 or equivalent.
