— to whom in the last 5 years a final verdict has been pronounced for participation in a criminal organisation, corruption, fraud or money laundering;

— to which a minor penalty has been imposed ban on participation in public call procedures, awarding public procurement contracts and public-private partnership contracts;

— to which a minor penalty has been pronounced temporary or permanent prohibition for carrying out a particular activity;

— is in a bankruptcy or liquidation procedure;

— who has unpaid taxes, contributions and other public duties, unless the economic operator has been granted deferred payment of taxes, contributions or other public fees in accordance with the special regulations and regularly pays them;

— to whom a misdemeanor sanction has been pronounced a ban on performing a profession, activity or duty, that is, a temporary ban on performing a particular activity; and

— who gives false data or fails to submit the data requested by the contracting authority.

In order to prove the ability to perform professional activity, the economic operator should submit a document for registered activity as evidence that it is registered as a natural or legal person for performing the activity related to the subject of the public procurement contract or evidence that it belongs to a suitable professional association in accordance with the regulations of the country where it is registered. The same is proved by: - Copy of the Document for registered activity — DRD Form 2.3.2 evidence issued by a competent body for fulfilling the special conditions for performing the activity prescribed in accordance with the law that relate to the subject of the contract. The same is proved by:

— permit/decision from the competent state body for performing insurance activities, with specified classes of insurance.

— In order to qualify as capable of executing the subject public procurement contract in terms of its economic and financial condition, the economic operator should meet the following minimum requirements.

Total financial income of at least MKD 25 000 000.00 realised during the last 3 financial years.

— If the balance sheets and income statements have been subject to commercial audit, the economic operator may submit them as proof that it meets the minimum requirements for determining the economic and financial standing without being additionally certified by a competent authority.

Техничка и професионална способност:

To qualify as eligible to perform the contract in question in terms of its technical or professional capacity, the economic operator must meet the following minimum requirements:

— to prove successful performance of services similar to the subject of the procurement for at least one of the listed different types of Air Tractor AT - 802A Fire Boss in the past 3 years;

— to be registered and to operate as a Part-145 maintenance organisation registered in accordance with Annex II (Part-145) of EU Regulation No 2042/2003 or alternatively EU Regulation no. 1321/2014 and to have an approval that covers line and base maintenance of aircraft type Air Tractor AT-802A;

— to submit a statement to have access (online account) to the database of the aircraft manufacturer Air Tractor AT-802A Fire Boss in relation to the established and uninterrupted engineering support and direct and uninterrupted access to the updated database of technical maintenance manuals, service newsletters, service letters and service letters for that type of aircraft;

— to submit a statement to own/dispose of a…

… certificate issued by the Civil Aviation Agency of the Republic of Northern Macedonia which approves to Part-145 the Organisation for maintenance and maintenance of aircraft, engines and components of Z3-registered aircraft Air Tractor AT-80A Boss;

… warehouse with inventory (goods) of (manufactured/approved by the manufacturer) aircraft spare parts Air Tractor AT-802A Fire Boss which warehouse should be in a size that will provide proper storage of necessary spare parts for smooth, successful and timely execution of the subject of procurement;

— to submit a statement to have direct and quick access to an entity that is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate for authorised commissioning, as well as tools, consumables and aircraft aircraft equipment Air Tractor AT-802A Fire Boss, and for the successful and timely execution of the subject of procurement and subsequent warranty and AOG (Aircraft on Ground) obligations;

— to submit a statement to have direct and fast access to an entity that is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate for authorised commissioning, as well as tools, consumables and aircraft turboprop-engine equipment PT6A-67AG, and for the purpose of successful and timely execution of the subject of procurement and the subsequent warranty and AOG (Aircraft on Ground) obligations;

— to submit a statement that it has direct and fast access to an entity that is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate for authorised commissioning, as well as tools, consumables and aircraft equipment. for floats Viplain 10 000, and for the successful and timely execution of the subject of procurement and the subsequent warranty and AOG (Aircraft on Ground) obligations;

— to have the opportunity to provide AOG (Aircraft on Ground) service with a team and for the bidder to have at least 1 (one) twin engine aircraft in its representative office for transport of technical personnel in all possible technical conditions. Proof of fulfilment: by submitting the registration certificate in the name of the bidder for quick reaction which at the request of the client can be deployed within 2 hours to the requested location to provide assessment and repair and return in summer condition of the ground aircraft Air Tractor AT-802A Fire Boss as soon as possible, normally taking into account the nature of the problem and/or damage caused by the aircraft landing and to appoint a special contact person who will address any AOG needs on a 24/7 basis for a period of 12 months in order to provide full operation and assistance. The AOG rapid reaction team should consist of at least three persons.

Минимално ниво(а) на стандарди:

The economic operator proves the fulfilment of the minimum requirements from sub-item 5.3.3.1 by submitting:

— documents proving that in the past 3 years he has successfully delivered a service similar to the subject of the procurement for at least one aircraft operator Air Tractor AT-802A who used a service similar to the subject of the procurement;

— certificate of part-145 maintenance organisation registered in accordance with Annex II (Part-145) of EU Regulation No 2042/2003 or alternatively EU Regulation No 1321/2014 with approval covering line and base maintenance of aircraft type Air Tractor AT-802A;

— statement of access for DEL-145 the technical maintenance organisation has an online account access to the aircraft manufacturer Air Tractor AT-802A Fire Boss for established and uninterrupted engineering support and direct uninterrupted access to an updated database of technical maintenance manuals, service newsletters, service letters and service letters for that type of aircraft;

— certificate issued by the Civil Aviation Agency of the Republic of Northern Macedonia, which approves the maintenance of aircraft, engines and components of Z3-registered aircraft Air Tractor AT-802A Fire Boss to Part-145 of the organisation for maintenance of the economic operator. Alternatively, in the event that it does not possess the required certificate at all or it has expired, the economic operator may submit its own statement confirming that the certificate is an obligatory obligation which it must fulfill in order for the Part-145 Organisation to maintain the economic operator can start performing any work related to the maintenance of aircraft, engines and components of Z3-registered aircraft Air Tractor AT-802A Fire Boss;

— to submit a statement that it has a warehouse (stock) of (manufactured/approved by the manufacturer) aircraft spare parts for Air Tractor AT-802A Fire Boss which is a warehouse of a size that will provide proper storage of spare parts necessary for smooth, successful and timely execution of the subject of procurement. Attached is a description and photos of the warehouse with spare parts as well as a material list of spare parts needed to perform the subject of procurement with a view of currently available/reserved quantities on the day of submission of the bid;

— submit a statement that Section 145 the technical maintenance organisation will demonstrate direct and prompt access to the aircraft manufacturer Air Tractor AT-802A Fire Boss or other duly registered entity for the provision of technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate of authorised commissioning, as well as tools, consumables and aeronautical equipment for that type of aircraft;

— submit a statement that the Part-1445 technical maintenance organisation will demonstrate direct and prompt access to the PT6A-67AG engine manufacturer or other duly registered entity for the provision of technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate of authorised commissioning, as well as tools, consumables and aeronautical equipment for that type of engine;

— submit a statement that Part 145 the technical maintenance organisation will demonstrate direct and prompt access to the Viplaine 10 000 or other duly registered entity for the provision of technical and professional support, original spare parts accompanied by EASA Form 1 or FAA Form 8130 certification for authorised commissioning, as well as tools, consumables and aeronautical equipment for that type of float;

— irrelevant for the service to submit a statement that it has the opportunity to provide AOG (Aircraft on Ground) service and to own at least 1 (one) twin-engine aircraft in its representative office for transport of technical personnel in all possible technical conditions.
