List and brief description of conditions:

— statement of economic operator that in the last five years there was no effective conviction for crime committed in accordance with Article 88 paragraph 1 of the LPP,

— certificate that any competent authority has initiated no open…

… bankruptcy procedure,

… liquidation procedure,

— certificate for paid taxes, contributions and other public payments by competent authority in the country where the economic operator has been registered in,

— certificate from the Register of penalties for crimes committed by legal persons that there is no minor penalty that prohibits participation in procedures for public announcement, awarding contracts on public procurements and contract for public-private partnership,

— certificate from Register of penalties for crimes committed by legal persons that there is no effective conviction for temporary or permanent prohibition to perform certain activity,

— certificate that there is no effective conviction by which infringement sanction has been imposed on interdiction for professional activities, activities or duties, i.e. temporary interdiction of separate activity realization in order to prove their ability for performing professional activity, the economic operator should deliver:

Certificate of registered activity that the same is registered as natural or legal entity for performing the activity related to the subject of procurement or evidence that they belong to an appropriate professional association in accordance with the regulations of the country of registration and a copy of the private security license in the form of providing physical security services.

Економска и финансиска состојба:

— balance sheet report issued by a competent authority, ie audited balance sheet, or excerpts from the balance sheet report, in cases where the publication of the balance sheet is prescribed by law in the country where the economic operator is registered,

— statement of the total income of the enterprise (data from the income statement issued by the competent authority, ie revised income statement) and where required, income statement in the area covered by the public procurement contract for the last three financial years for which such information is available depending on the date on which the enterprise was established or commenced operations and the availability of such information,

— proof of relevant insurance for professional risk compensation.

Минимално ниво(а) на стандарди:

— minimum MKD 110 000 000 total revenues for each year individually for the last 3 years (2018, 2019 and 2020),

— to have an insurance policy of at least MKD 60 000 000.00 from an insurance company in case of damage done by the enforcement agents.

Техничка и професионална способност:

1) List of main performed services in the last 3 years, with values, dates, buyers (contracting authorities or economic operators) by attaching the contracts and providing certificates for performed services;

2) Description of the technical conditions and measures used by the economic operator to ensure quality, i.e. a copy of the Approval for use of radio frequencies in the ground mobile service at the location and coverage area of RSM, issued by AEK;

3) Statement on the instruments, plants or technical equipment that the service provider has at its disposal for the execution of the contract with copies of invoices from procured portable radio communication devices;

4) Statement on the instruments, plants or technical equipment that the service provider has at its disposal for the execution of the contract with copies of invoices from procured hand-held metal detectors;

5) Indication of the part of the public procurement, which the economic operator intends to assign to a subcontractor.

Минимално ниво(а) на стандарди:

1) The bidder has at least 3 contracts of the same type with the subject procurement (for physical and / or patrol security) concluded and realized in the last 3 years (counted from the day of the public opening of the bids backwards), of which at least one contract is with value of a minimum of MKD 50 000 000.00 and for the attached contracts it is necessary to have certificates for quality services issued by the clients;

2) The Bidder shall have at its disposal an Approval for use of radio frequencies in the land mobile service at the location and coverage area of RSM, issued by AEK;

3) The bidder must have at least 40 pieces of portable radio communication devices available;

4) The bidder must have at least 10 hand-held metal detectors.
