— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for committing an act of crime pursuant to Article 88 paragraph 1 of the Law on Public Procurement;

— confirmation stating that no bankruptcy procedure has been initiated by a competent body;

— confirmation stating that no liquidation procedure has been initiated by a competent body;

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public - private partnership has been pronounced;

… temporary or permanent ban on performing particular activity has been pronounced;

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict;

— for Part 1: copy of a valid license A for design of first category constructions.

– for Part 2: copy of a valid license for preparation of urban plans

– for Part 3: copy of a valid license for design of first category constructions and copy of a valid license for preparation of urban plans.

Техничка и професионална способност:

— with a list of main deliveries of goods or services rendered with values, dates, buyers (contracting authorities or economic operators), providing confirmation of deliveries or services rendered;

— with a description of the technical staff and technical bodies that will participate in the execution of the public procurement, especially those responsible for quality control, and in case of public procurement of works, those who will be involved in the execution of works, regardless of whether they are employed in the economic operator or not.

Минимално ниво(а) на стандарди:

For Part 1 preparation of design documentation the economic operator should have realised:

— minimum 3 (three) traffic projects in the last 3 (three) years;

— minimum 3 (three) projects from the road stage in the last 3 (three) years;

— minimum 3 (three) plumbing infrastructure projects in the last 3 (three) years;

— minimum 3 (three) sewerage infrastructure projects in the last 3 (three) years;

— minimum 3 (three) electrotechnical infrastructure projects in the last 3 (three) years;

— minimum 3 (three) projects from the architecture stage in the last 3 (three) years;

— minimum 1 (one) contract for performed same or similar services as those aforementioned with a minimum value of MKD 2 000 000.00 with VAT included in the last 3 (three) years.

For Part 2 preparation of urban-planning and planning-design documentation the economic operator should have realized:

— minimum 3 infrastructure projects in the last 3 (three) years;

– minimum 3 architectural-urban projects in the last 3 years.

For Part 3 preparation of planning-design and design documentation for implementation of the state urban-planning documentation for TIDZ Lipkovo and TIDZ Kumanovo the economic operator should have realised:

— minimum 3 (three) infrastructure projects in the last 3 years;

– minimum 1 (one) contract for performed same or similar services as those aforementioned with a minimum value of MKD 4 000 000.00 with VAT included in the last 3 (three) years.

For Part 1 Preparation of design documentation main/responsible designers, that is, key personnel in the realisation of the subject of the procurement for preparation of the design documentation for first category constructions:

– 1 civil engineer in the field of hydrotechnical engineering with authorisation A for preparation of construction design documentation;

– 1 civil engineer in the field of roads and railways with authorisation A for preparation of construction design documentation;

– 1 electrical engineer with authorisation A for preparation of electrical engineering design documentation.

– 1 architectural engineer with authorisation A for preparation of architectural engineering design documentation,

– 1 (one) civil engineer with authorisation A for preparation of design documentation for high-rise constructions and/or engineering facilities and/or structures;

– 1 engineer with authorisation A for preparation of traffic engineering design documentation;

– 1 mechanical engineer with authorisation A for preparation of mechanical engineering design documentation.

For Part 2 Preparation of urban-planning and planning-design documentation main/responsible designers/architect-urbanist, that is, key personnel in the realisation of the subject of the procurement for preparation of the urban-planning and planning-design documentation in accordance with the law on urban planning

–1 architectural engineer with authorisation for preparation of urban plans;

– 1 electrical engineer with authorisation A for preparation of electrical engineering design documentation;

– 1 architectural engineer with authorisation A for preparation of architectural engineering design documentation;

– 1 civil engineer with authorisation A for preparation of mechanical engineering design documentation.
