Criteria for determining the ability of a bidder or a candidate

To prove their personal condition, the economic operator should provide the following documents:

— statement that no final court ruling for a committed crime referred to in Article 88 paragraph 1 of the Law on Public Procurement has been imposed in the past 5 years,

— certificate that no bankruptcy procedure has been opened by a competent authority,

— certificate that no liquidation procedure has been opened by a competent authority,

— certificate of the paid taxes, contributions and other public charges issued by a competent authority in the country where the economic operator is established,

— certificate by the Register of penalties for crimes committed by legal entities, that no secondary penalty –…

… prohibition for participation in procedures for a public call, award of public procurement contracts and public-private partnership contracts has been imposed on it,

… temporary or permanent prohibition for the performance of a particular activity has been imposed on it,

— certificate that no misdemeanor sanction – prohibition for the performance of profession, activity or duty, or temporary prohibition for the performance of a particular activity has been imposed on it.

Ability of the economic operator for the performance of professional activity

— document about registered activity: DRD form and Certificate of registration for the performance of public electronic communication services, issued by the Agency for Electronic Communications (AEC) of RNM, which relates to services related to the subject of the procurement: publicly available phone services of the public mobile communication network, transfer of data service, and service of giving the public electronic communication network under lease.

Standards

— quality system standards:

• valid certificate for implemented quality system management (MKC EN ISO/IEC 9001:2015 or equivalent);

• valid certificate for implemented information security management standard (MKC EN ISO/IEC 27001:2013 or equivalent);

• valid certificate for implemented IT service management standard (MKC EN ISO/IEC 20000-1:2011 or equivalent);

• valid certificate for implemented continuity of operation management system standard (MKC EN ISO/IEC 22301:2012 or equivalent);

• valid certificate for implemented Cloud systems security management standard (CSA STAR Certification in line with ISO/IEC 27001 or equivalent).

Техничка и професионална способност:

— with description of the technical staff and technical bodies that will take part in the execution of the public procurement, especially those responsible for quality control, and in case of public procurement of works, of those who will be involved in the execution of works, regardless if they are employed with the economic operator or not:

— statement that it has at least 2 (two) employed or engaged persons that hold…

— statement that it has at least 3 (three) certified employees or certified engaged persons in the area of virtualization (VMware VCP Data Center Virtualization, Hyper-V or equivalent) by providing a copy of the certificates of persons who should have them;

— statement that it has at least 2 (two) certified employees or certified engaged persons in the area of operating systems (Windows Serve, Linux or equivalent) by providing a copy of the certificates of persons who should have them;

— statement that it has at least 1 (one) certified employed or certified engaged person…
