1.4.3 Detailed information for the use of electronic funds

To be able to participate in the electronic auction, you need to register in ESEA (System PPP electronic auctions at the Ministry of Economy). The system login procedure is next: First, through search engine the address http://www.e-concessions.mk/jpp/ is entered. After that the home page of the login form is displayed. The username and the password are entered in the form. The user needs to be pre-defined by the administrator creating the auction announcement. Each defined bidder at its email address receives a message with an auction invitation and a login password. More detailed information on how to register can be found in the Manual ‘Participants in the e-auction of system PPP electronic auctions at the Ministry of Economy usage of the ESPP intended for economic operators’.

1.4.4 Detailed information for the e-auction

The contracted authority will use electronic auction as a last stage in the open procedure which is obligatory implemented trough the Electronic ESEA electronic auction system with electronic address http://www.e-concessions.mk/jpp/.) at the Ministry of Economy of RNM. The subject of the electronic auction is the percentage which the private partner will step down to the public partner from the total collected and paid tax on monthly level, collected on the basis of public lighting. The commission is making a full evaluation of the initially submitted bids. At the electronic auction the bidders can improve their initially submitted bids regarding the percentage increasement of the monthly collected communal fee for public lighting. The bidders who submitted eligible bids in the previous phase of the procedure for awarding the contract for establishment of PPP in paper form need to be registered with an active profile in ESEA in order to be invited to an e-auction. Through ESES the public partner schedules an electronic auction where it determines the day and time of opening and closing the e-auction. Тhe minimum and maximum thresholds of decreasing or increasing allowed in the positive bidding process, are entered by the economic operators who have passed the paper evaluation and notified all bidders who submitted acceptable bids.

The starting price (percentage) and the criteria for positive bidding are generated on ESEA on the basis of initially submitted prices (percentage) of the acceptable bids. Through ESEA the public partner invites the only bidder to submit a final price and determines the day and duration of submission of the final price. The initial price/percentage for submission of the final price/percentage is generated on ESEA based on the initially submitted price/percentage of the acceptable bid. The minimum time for final price submission is 15 minutes. ESEA may not be able to submit a final price and hold an e-auction during public holidays and non-working days before 8:30 and after 4:30 on working days. More detailed information on how the electronic system works can be found at the address http://ekoncesii.mk/jpp/Home/Manuals in the section PPP e-auctions Guide for companies. 1.4.5 Points for the elements of the selection criterion that are not subject to electronic auction, are entered in the system by the commission based on the evaluation performed and remain unchanged.
