To prove the ability to conduct professional activity, the economic operator should provide a document for the registration of the activity as an evidence that he is registered as a physical or legal entity for conducting the activities related to the subject of the public procurement or an evidence that he is a member of an appropriate professional association according to the regulations of the country where he is registered. In determining the ability for conducting professional activities an evidence is required from the competent authority for meeting the special conditions for conducting the activities as required by the law, and which are related to the public procurement.

Минимално ниво(а) на стандарди:
- A sufficient number of free vehicles is available to transport students.
- There is a sufficient number of drivers with a valid driving license in the appropriate category for driving.
- The vehicles meet the technical conditions for exploitation.
Техничка и професионална способност:
- Statement for the number of vehicles used by the Economic Operator (EO) containing the type of vehicle and the number of the registration plates.
- Copy of a valid traffic license for the vehicles
- Statement of whether the mentioned vehicles are available for the line for which they apply.
- Statement of the number of drivers who are at the dispose of the EO along with forms M1/M2
- Copies of drivers’ driving licenses with the appropriate category.
- Documents to confirm the technical exploitation conditions are met for every vehicle.
Минимално ниво(а) на стандарди:
- For every line for which the EO has supplied an offer he should have at his disposal an appropriate number of vehicles depending on the number of students and the number of seats must match the number of students.
- The EO must have a sufficient number of drivers with a valid driving license with a category appropriate to the type of vehicle.
- The number of drivers must match the number of vehicles.
- For every vehicle he must own valid documents for meeting the technical exploitation conditions.
