The services shall entail provision of assistance to the Promoter in achieving the overall Project objective and to deliver the Project in an efficient, effective, coordinated, and sustainable way. The Technical Assistance should support PIU in successful implementation of the two Contracts for “Design and Construction of WWTP” and “Administration and Supervision of Construction of WWTP” in all the technical, administrative, financial, legal, environmental, and social management aspects.
The Technical Assistance should assist PIU during the Construction period and the two years of Extended Trial Operation Period of the WWTP, advising and training PIU in all the aspects related to its duties and responsibilities as Employer according to Yellow Book FIDIC Conditions of Contract 1st edition.

The Skopje WWTP Project is expected to start the implementation in last quarter of 2022 with duration of 72 months including the Defect Notification Period. At the moment, the Project is in a procurement of the Works and Services contracts. The procurement stage is expected to be finalised in the third quarter of 2022.

Краток опис:

The TA Contract is expected to commence in Q4 2022, and its duration will be 5 years (60 months), in parallel with the “Contract for the Design and Construction of WWTP” and the contract of “Administration and Supervision of Construction of WWTP”, here below briefly described that are at the moment in the phase of Tender Evaluation and that will be both awarded by the end of 2022.

The contract will be procured under restricted procedure. The Prequalification Document shall be prepared following the Guide to Procurement for projects financed by European Investment Bank (EIB). The European Investment bank will monitor the compliance with the Guide to Procurement. EBRD’s standard Procurement Document for prequalification will be used. The contract will be modelled upon the EBRD Standard Form of Contract for Consultancy Services (lump-sum). Funds will be provided by grant financing by Western Balkan Investment Framework (WBIF).

The criteria for prequalification are as follows:

1. General Experience

The annual turnover of the candidate for each of the last 3 financial years (2019, 2020, 2021) must be at least 1,000.000,00 EUR.

The turnover value in currencies other than EUR, shall be presented in EUR based on the exchange rate set by the central/national bank of the applicant's country, as of 1st July of each year reported.

2. Specific Expirience

The candidate (individual company or consortium altogether) has successfully completed, at any time between 1st January 2017 up to the deadline of submission of applications, either a) alone, b) as leader of a consortium, or c) as a member of a consortium, the following project references:

a) At least 2 service contracts of a minimum value of EUR 500,000 each, with activities related to the support to Promoters during the contracting and implementation of the wastewater treatment projects financed by loans of International Financing Institutions / EU grants.

b) At least 1 service contract with activities related to the support to Promoters during the implementation of the infrastructure project of a minimum value of EUR 40,000,000.

The prequalification of a JVCA does not mean that any of its partners individually, or as a partner in any other JVCA, are prequalified.

3. Professional Capacity of the Applicant

The applicant must have a total of at least ten (10) permanent staff currently working for the applicant in fields related to the contract as described in point 2 and at least 3 engineers with experience in supervision or technical assistance in fields related to the contract as described in point 2.

4. Non-performance History

A consistent history of litigation and/or arbitration awards against the applicant or any partner of a joint venture or their non-performance under the contracts may result in failure of the application. Moreover, an applicant shall Declare any contracts that have been suspended or terminated and/or performance security called by a Promoter for reasons related to the noncompliance of any environmental, or social, or health or safety requirements or safeguard in the past 5 (five) years.

The original Application shall be submitted in hard copy. In addition to the original of the application, the applicant shall submit 3 (three) hard copies, and 1 (one) scanned electronic copy of the original in portable document format. Applicants submitting applications in hard copy shall enclose the original and copies of the applications in separate sealed envelopes. The envelopes shall be duly marked as “ORIGINAL” and “COPY”. These envelopes shall then be enclosed in one single package.

The only additional comparative criteria which will be taken into consideration during this re-examination will be based on project references, in the order that they appear below:

1. the total number of project references found eligible under the above selection criteria, then, in case of equality of this criterion

2. the total value of project references found eligible the above selection criteria

Note: additional comparative criterion 2) will be applied only if the number of eligible candidates remain higher than 8 after applying additional comparative criterion 1.

The Ministry of Environment and Physical Planning of North Macedonia (MoEPP), City of Skopje and Public Enterprise Vodovod i Kanalizacija Skopje (“ViK”) a municipal company in the City of Skopje, have secured a grant, from the Western Balkans Investment Framework (WBIF), funds that will be managed through the European Investment Bank (EIB), to finance a Technical Assistance during the implementation of the Skopje WWTP Project. The Bank and the Promoter have agreed that this tender process is governed by the European Investment Bank’s “Guide to Procurement for projects financed by the EIB”, as published on the website of the Bank. “The Beneficiary of the Project, the Public Utility Company (PUC) “Vodovod I Kanalizacija of Skopje” (operating though the Project Implementation Unit (PIU) established within the PUC) intends to engage a consultant (the “Consultant”) that shall provide Technical Assistance to the PIU during the implementation of the Skopje WWTP Project (excluding the Defect Notification Period). The objective of this assignment is for the Consultant to support the Promoter/PIU in all aspects of the implementation and administration of the Works and Service Contracts (hereinafter referred to as “the Contracts”) and all responsibilities arising from the Project Implementation Agreement, respective Financing Agreements and any eventual contracts that could appear during the implementation of the Project and to assist the Promoter in carrying out the duties assigned to him, as defined in the FIDIC Conditions of Works and Service of Contract.
