- a statement of the company's overall revenues (data from the Income Statement, issued by a competent authority, i.e. an audited income statement) and, where required, a statement of revenues in the area covered by the public procurement contract, namely for not more than the last three financial years for which such information is available, depending on the date on which the company was founded or commenced its operations and depending on the availability of such information

Минимално ниво(а) на стандарди:
The Economic Operator must have had minimum annual revenues of 70,000,000.00 (seventy million) denars in the last three years (2021, 2020 and 2019)
The Economic Operator has to have realized at least 3 (three) contracts for provision of consulting services to public legal entities (state authorities, commercial companies with majority stake of the state, institutions established by the state or another level of government) in the field of public-private partnership and/or concessions, which include structuring projects according to the public-private partnership model (PPP/ concession, development of feasibility and/or value for money studies for public-private partnership and/or concessions, and/or preparation of public calls/tenders and tender documentation), of which at least 1 (one) should refer to a public-private partnership and/or concessions in the area of free economic zones and should have been realized in the last 5 (five) years, as from the day of publication of the procedure for public procurement in the Western Balkan region (Republic of North Macedonia, Albania, Kosovo, Bosnia and Herzegovina, Serbia and Montenegro),

-a team that will be composed of 3 (three) key experts, namely: 1. A Team Leader – the team leader must be a holder of BA in Economics, with at least 15 (fifteen) years of work experience and must be employed by the Economic Operator. The team leader must have had previous experience as a Team Leader/Manager of projects involving consulting services to public legal entities (state authorities, commercial companies with a majority stake of the state, institutions established by the state or another level of government, concession providers) in at least 2 (two) projects in the field of public-private partnership and/or concessions, which include structuring projects according to the public-private partnership model (PPP/concession, preparation of feasibility and/or value for money studies for public private partnership and/or concessions, and/or preparation of public calls/tenders and tender documentation), of which at least 1 (one) project should be in the area of the development of free economic zones in the last 5 (five ) years as from the date of publication of the public procurement procedure, realized in the region of the Western Balkans (Republic of North Macedonia, Albania, Kosovo, Bosnia and Herzegovina, Serbia and Montenegro) 2. A Key Financial Expert, who must be a holder of BA in Economics, with at least 15 (fifteen) years of work experience. In addition, the expert must have also had experience on a position of a financial expert for consulting services to public legal entities (state authorities, commercial companies with a majority stake of the state, institutions established by the state or another level of government) in the area of public private partnership and /or concession of at least 2 (two) projects in the last 5 (five) years, as from the date of publication of the public procurement procedure, realized in the region of the Western Balkans (Republic of North Macedonia, Albania, Kosovo, Bosnia and Herzegovina, Serbia and Montenegro) 3. A Key Legal Expert, who must be a holder of BA in Law, with at least 15 (fifteen) years of work experience. This Expert will have had experience on a position of a legal expert for transactions and consulting services to public legal entities (state authorities, commercial companies with a majority stake of the state, institutions established by the state or another level of government, concession providers) in the field of strategic partnerships, public private partnership and/or concession, and negotiation and conclusion of contracts, on at least 2 (two) projects in the last 5 (five) years as from the day of publication of the public procurement procedure, of which at least 1 (one) ended in a commercial closure (signing a public private partnership (PPP) agreement, i.e. concession, i.e. an EPC agreement) and was realized in the Western Balkan region (Republic of North Macedonia, Albania, Kosovo, Bosnia and Herzegovina, Serbia and Montenegro)
