The supplier during the implementation of the contract must:
• To enable the smooth opening of new connection points or the abolition of old connection points if a technical need arises.
• To comply with the provisions of the electricity supply rules.
• To include the Contracting Authority in its balance group and be the balance responsible party for it.
• To include all additional costs in the total price of active electricity, high, low tariff and single tariff,
• To deliver the electricity to all the delivery points foreseen by the Contracting Authority.

Краток опис:

The Municipality of Valandovo needs the purchase and delivery of active electricity from a licensed carrier within a period of 12 (twelve months).

The contracting authority reserves the right to determine the actual consumption for the duration of the contract, i.e. the right to deviations from the assumed quantity according to the tabular review from the previous year, as well as the right to reduce or increase the substations/meters that are the subject of the contract.

A new public procurement is carried out due to the value fulfillment of the previous contract.

Услови за учество
Способност за вршење на стручната дејност:

-Certificate of registered activity as proof that he is registered as a natural or legal person for the performance of the activity related to the subject of procurement or proof that he belongs to an appropriate professional association in accordance with the regulations of the country where he is registered.

- License for the performance of energy activity, supply of electricity, issued by the Regulatory Commission for Energy and Water Services of the Republic of North Macedonia, as proof of fulfillment of the special conditions for performance of the activity prescribed in accordance with the law relating to the subject of the contract.

Техничка и професионална способност:

The necessary technical and professional ability for quality performance of the contract will be determined by the contracting authority through the following minimum conditions:

- to possess an energy identification code (EIC) issued by AD MEPSO - Skopje for a performer of the energy activity of electricity supply or trade and supply of electricity;

- to have concluded an agreement for registration on the electricity market, in accordance with the Electricity Market Rules;

- to have concluded an agreement for balancing responsibility, in accordance with the Electricity Market Rules

- if the bidder is part of BG (Balance Group), it should submit a Balance Liability Agreement from the Balance Responsible Party and a document for the assumption of balance liability by the Balance Liability Party for the bidder,

- to accept to assume the balance responsibility and insert the contracting authority as a consumer in its balance responsibility group (statement).

Минимално ниво(а) на стандарди:

The economic operator proves the fulfillment of the minimum conditions by submitting:

- Specifying the management and monitoring system of the supply chain, which the economic operator will be able to apply during the execution of the contract with attachments from:

- certificate of energy identification code (EIC) issued by JSC MEPSO – Skopje for energy activity supplier of electricity or trade and supply of electricity;

- Electricity market registration agreement, in accordance with the Electricity Market Rules;

- Balance responsibility agreement, according to the Electricity Market Rules

- Agreement for balance responsibility by the Balance Responsible Party and document for assumption of balance responsibility by the Balance Responsible Party for the bidder,

- A statement that it accepts to assume the balance responsibility and to insert the contracting authority as a consumer in its balance responsibility group.
