- The bidder should possess a License (A) for a contractor for the execution of constructions of the first (I) category and a License for the manager of the maintenance of facilities of the first and second category, which is issued by the competent authority in the country in accordance with the Law on Building [(Sl. As a condition for determining the ability to perform a professional activity, the contracting authority requires each economic operator to submit proof that he is registered as a natural or legal person for performing the activity related to the subject of procurement or proof that he belongs to an appropriate professional association in accordance with the regulations of the country where which is registered.

In order to be qualified as capable of performing the public procurement contract in question in terms of his technical or professional ability, the economic operator should meet the following conditions:
a) Personnel
- At least 3 (three) graduate electrical engineers with authorization A for performance in the field of electrical engineering;
- At least 10 (ten) persons with SSS electrical direction (electrical fitter or electrical installer or electrical technician);
- At least 5 (five) persons trained for work at height;
- All the requirements of the Law on Safety and Health at Work must be implemented for persons who are proposed as staff.
b) Equipment
- At least 2 (two) light trucks - pickup or transporter (closed type);
- At least 1 (one) crane for lifting heavy objects, etc.;
- At least 1 (one) earthmoving machine - backhoe;
- At least 1 (one) portable platform for lifting people for performing work in a closed space at a height with a lifting height of at least 6m
c) Powers
- Authorization (Manufacturer Authorization Form (MAF)) from the manufacturer of the offered equipment;
2.5.2 The economic operator proves the fulfillment of the conditions of Technical and professional ability from subsection 2.5.1 by submitting:
- For at least 3 (three) graduate electrical engineers with authorization A for performance in the field of electrical engineering:
- Copy of proof of completed appropriate education;
proof of employment or appropriate proof of employment in accordance with the applicable Law on Public Procurement;
a copy of authorization A for performance in the field of electrical engineering issued by an appropriate competent authority in the state, in accordance with the applicable Law on Building [ (Official Gazette of the Republic of Moldova No. 130/09, 124/10, 18/11, 36/11, 54 /11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14 , 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16, 35/18, 64/18 and 168 /18 and "Official Gazette of the Republic of North Macedonia" No. 244/19, 18/20 and 279/20).
