According to the legislation, the Directorate for Protection and Rescue is obliged to conclude an Agreement for insurance of firefighting aircraft at its disposal with air liability, helmet insurance and insurance of pilots from the consequences of an accident.

Reasons for exclusion from the procedure

The Contracting Authority shall exclude from the public procurement procedure the economic operator: 1) if it

determines that the economic operator or the person who is a member of the management or supervisory body

of that economic operator or has the power to represent or supervise or supervise it, a final court judgment

has been pronounced for the last five years; a crime that has elements of the following crimes set forth in the

Criminal Code:- participation in criminal association, - corruption, - tax evasion and contributions, - terrorism or

offenses related to terrorist activities, - money laundering and financing of terrorism; and - abuse of child labor

and human trafficking. 2) who has unpaid taxes, contributions or other public duties, unless he is authorized to

defer payment of taxes, contributions or other public duties in accordance with special regulations and regularly

pays them; 3) is in bankruptcy or liquidation procedure;

4) he / she has been pronounced a secondary penalty - prohibition to participate in public call procedures;

awarding public procurement and public-private partnership contracts;

5) has been pronounced a minor penalty - temporary or permanent prohibition to perform a particular activity;

6) has been pronounced a misdemeanor sanction with a ban on performing a profession, activity or duty, or a

temporary ban on performing a particular activity;

7) who provides false data or fails to submit the data requested by the contracting authority.

The contracting authority shall exclude the economic operator from the public procurement procedure if it is on

the list of negative references issued by the deadline for submission of tenders or requests to participate.

In order to prove that there are no conditions for exclusion from the procedure, the economic operator shall

submit the following documents:

- a statement by the economic operator that for the last 5 years the economic operator or the person who is

a member of the managing or supervisory body of that economic operator or who has powers to represent

or make decisions or supervise it has not in the last five years pronounced final court verdict for a felony

which has elements of the criminal offenses of participation in criminal association, corruption, tax evasion

and contributions, terrorism or criminal offenses related to terrorist activities, money laundering and fines forv

terrorism and child labor and human trafficking set out in the Criminal Code

- confirmation of paid taxes, contributions and other public duties by a competent authority of the country where

the economic operator is registered;

- confirmation that no bankruptcy procedure has been initiated by a competent authority;

- confirmation that no liquidation procedure has been initiated by a competent authority;

- confirmation from the Register of penalties for the criminal offenses of legal entities that no secondary

penalty has been imposed for prohibition of participation in public procurement procedures, awarding public

procurement contracts and public-private partnership contracts, - confirmation from the Register of penalties for

the criminal offenses of the legal entities that they have not been pronounced a secondary sentence - temporary

ban on performing certain activity

- confirmation from the Register of penalties for the criminal offenses of the legal entities that he / she has not

been pronounced a secondary penalty - permanent ban on performing certain activity

- Confirmation that he / she has not been sentenced with a misdemeanor sanction - prohibition to perform a

profession, activity or duty - Confirmation that he / she has not been sentenced with misdemeanor sanction

by a final judgment - temporary prohibition to perform certain activity Confirmation that he / she has not been

sentenced with a misdemeanor sanction - prohibition to perform a profession,

Техничка и професионална способност:

1. To qualify as eligible to perform the contract in question in terms of its technical or professional capacity, the economic operator must meet the following minimum requirements:

- to have a license from the relevant regulatory body (Insurance Supervision Agency), by classes, ie insurance tariffs according to which the appropriate insurance coverage will be provided, according to the subject of the public procurement, ie to have a license for issuing air liability policies, aviation and accident insurance for pilots.

- have reinsurance coverage from a reinsurance company having a minimum credit rating of A determined by StandardandPoor's or equivalent from another rating agency (for example: Moody's, Fitch Group, AM Best).

2. The economic operator proves the fulfillment of the minimum conditions by submitting:

- the appropriate permit stated in point

- Reinsurance certificate from a reinsurance company with a minimum rating of A determined by Standard and Poor or equivalent from another rating agency (for example: Moody's, Fitch Group, AM Best) stating: the subject of insurance, the aircraft with the registration number, the number in the open procedure, with the signature and seal of the reinsurer or the reinsurance leader if there are several reinsurers.
