2.2.1 The Contracting Party shall exclude any economic operator from the public procurement procedure if it determines that the economic operator, or the person who is a member of the executive or oversight body of said economic operator or who is authorized to represent or adopt decisions or to perform oversight over the economic operator, has been sentenced with an enforceable judgement in the last 5 years on committed crime that involves elements of the following crimes stipulated under the Criminal Code:

2.4.1 In order to prove its capacity to implement the relevant public procurement contract in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:
1) To have experience in delivering, implementation and system maintenance of this type, that is:
- At least three (3) successfully completed system implementations or maintenance based on the Microsoft BizTalk platform in the last 3 years
- At least three (3) successful implementations of VMware virtualization platform in the last 3 years
- At least three (3) successful deliveries of a backup system in the last 3 years
- At least three (3) successful implementations of Software for Security Information Event management (SIEM) in the last 3 years
2) To have full-time or hired professional staff at all time for the entire duration of the agreement, holding the following professional qualifications:
a) At least three (3) persons certified for:
- MCSE: Data Management and Analytics;
b) At least two (2) persons certified for:
- MCSA: SQL Server 2016 Database Development or more advanced version
c) At least three (3) persons certified for system administration, holding of some of the listed Certificates, but to have covered both types of Certificates:
- MCSА certification for Windows Server 2016 or more advanced version.
- MCSЕ certification for Windows Server 2016 – Cloud Platform & Infrastructure or more advanced version.
d) At least three (3) persons certified for Microsoft Visual Studio with at least 3 years appropriate professional experience, each of them holding some of the listed certificates:
- MCSA: Web Applications

f) At least three (3) persons holding VMware Certified Professional Certificate for virtual platform.
e) At least one (1) person holding a Certificate – internationally recognized Certificate for project Management, who will be the main contact point in charge of managing all the undertaken responsibilities by the Selected supplier – Person in charge for project monitoring.
