The main purpose of the Central Population Register is to keep records for all persons living in the country, as well as for citizens living outside the territory of the country.
The subject of this procurement are services for the maintenance of the Central Population Register (CRN) solution and the implementation of new modules and solutions described in the technical specification below. The selected supplier is obliged to ensure high availability, ie operation of the entire solution in real time of 99.8% on an annual basis. The system consists of hardware infrastructure, system and application software with an established protected network connection. As part of the system, there is software for creation and management of access policies, software for monitoring change requests and reports from customers, code versioning software, video surveillance software, as well as software for accessing the control room from where the CRN solution management and upgrade is carried out.

2.2.1 The Contracting Party shall exclude any economic operator from the public procurement procedure if it determines that the economic operator, or the person who is a member of the executive or oversight body of said economic operator or who is authorized to represent or adopt decisions or to perform oversight over the economic operator, has been sentenced with an enforceable judgement in the last 5 years on committed crime that involves elements of the following crimes stipulated under the Criminal Code:

- participation in criminal organization,

- corruption,

-tax and payroll tax evasion,

-terrorism or criminal acts related to terrorist activities,

- money laundering and financing terrorism, and

- child labor and human trafficking.

2.2.2. The contracting party shall exclude any economic operator from the public procurement procedure, if an economic operator:

- has unpaid taxes, payroll taxes or other public charges, except in cases when the economic operator has been permitted to pay taxes, payroll taxes or other public charges by means of deferred payment in compliance with special provisions and performs regular payment thereof;

- undergoes bankruptcy or liquidation proceeding;

- has been sentenced with secondary penalty - prohibition for participation in public call procedures, procedures for awarding public procurement contracts and public-private partnership contract;

- has been has been sentenced with secondary penalty – temporary or permanent prohibition to perform a particular activity;

- has been sentenced with misdemeanor sanction – prohibition to perform profession, activity or duty, or temporary prohibition to perform a particular activity, or

- issues false information/data or fails to submit information/data requested by the Contracting Party.

2.2.3 The Contracting Party shall exclude the economic operator from the public procurement procedure if the economic operator is listed under the list of issued negative references under Article 101 paragraph (3) of the Law on Public Procurements by the final deadline for delivery of bids or participation requests.

TERMS AND CONDITIONS

2.4.1 In order to prove its capacity to implement the relevant public procurement contract in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:

1) To have experience in delivering, implementation and system maintenance of this type, that is:

- At least three (3) successfully completed system implementations or maintenance based on the Microsoft BizTalk platform in the last 3 years

- At least three (3) successful implementations of VMware virtualization platform in the last 3 years

- At least three (3) successful deliveries of a backup system in the last 3 years

- At least three (3) successful implementations of Software for Security Information Event management (SIEM) in the last 3 years

2) To have full-time or hired professional staff at all time for the entire duration of the agreement, holding the following professional qualifications:

a) At least three (3) persons certified for:

- MCSE: Data Management and Analytics;

b) At least two (2) persons certified for:

- MCSA: SQL Server 2016 Database Development or more advanced version

c) At least three (3) persons certified for system administration, holding of some of the listed Certificates, but to have covered both types of Certificates:

- MCSА certification for Windows Server 2016 or more advanced version.

- MCSЕ certification for Windows Server 2016 – Cloud Platform & Infrastructure or more advanced version.

d) At least three (3) persons certified for Microsoft Visual Studio with at least 3 years appropriate professional experience, each of them holding some of the listed certificates:

- MCSA: Web Applications

- MCSD: App Builder;

f) At least three (3) persons holding VMware Certified Professional Certificate for virtual platform.

e) At least one (1) person holding a Certificate – internationally recognized Certificate for project Management, who will be the main contact point in charge of managing all the undertaken responsibilities by the Selected supplier – Person in charge for project monitoring.

3) To have staff at place for the entire duration of the agreement, holding the stated professional qualifications.

4) To specify the elements of the contract that the Bidder intends to subcontract to a subcontractor.

2.4.2 The Bidder must prove its capacity to meet the terms and conditions under point 2.4.1 concerning the Reference list by submitting the following documentation:

1) Certificates/References for quality implemented services, issued by the service provider.

2) Regarding the fulfillment of the terms and conditions under point 2.4.1 sub point 2, which refer to the professional qualifications, the Service provider is required to submit proof of full time employment (M1/M2 form) or if he plans to recruit, it is necessary to submit a Statement stating the person he intend to hire, with additional written consent by the person by the person he intends to hire. In order to prove the professional experience, he is required to submit the required Certificate as a proof for required years of work experience, to submit a certificate/statement issued by the legal entity/ies where the expert has gained his appropriate work experience or in case such certificate cannot be submitted, the Bidder is required to submit a Statement stating that the person has the relevant work experience, by listing the relevant projects and the period of his engagement thereof.

3) Statement in case the Bidder is chosen as a provider of the Procurement, the Bidder will have staff at place for the entire duration of the Agreement, with the listed professional qualifications, and will be hired in the project team.

4) To deliver a Statement concerning the notification regarding the elements of the contract that the Bidder intends to subcontract to a subcontractor.

Note:

* All listed documents, except the recommendations, certificates and proof of full-time employment, are prepared and electronically signed by the economic operator and they do not have to be certified by a competent authority.

* Certificate means a document issued by the relevant manufacturer and/or an authorized certification center by the manufacturer confirming the acquired knowledge of the Certificate Holder. Documents for attended trainings will not be accepted as evidence of acquired knowledge/expertise.

* For M1 / M2 form that will be submitted, the Bidder needs to cover (highlight in dark) the personal identification numbers of the persons, ie they should not be visible in accordance with the Law on Personal Data Protection.
