To prove the personal condition, the economic operator should submit the following documents
- statement that in the last 5 years no final court verdict has been pronounced for a crime committed by
Article 88 paragraph 1 of the PPL
- confirmation that no bankruptcy procedure has been opened by a competent authority
- confirmation that no liquidation procedure has been opened by a competent authority
- Certificate of paid taxes, contributions and other public duties from a competent authority of the country where
the economic operator is registered
- Confirmation from the Registry of fines for committed criminal acts of the legal entities that no secondary
penalty of prohibition to participate in public call procedures, award of public procurement contracts and contracts for
Public Private Partnership
punishment temporary or permanent prohibition to perform a certain activity
- Certificate that no misdemeanor sanction has been pronounced with a final judgment - prohibition to perform
profession, activity or duty, ie temporary prohibition to perform a certain activity
Document for registered activity: - Certificate for registered activity as proof that it is registered as a natural or legal person for performing the activity related to the subject of procurement or proof that it belongs to an appropriate professional association in accordance with the regulations of the country where it is registered. - License for energy activity, trade in crude oil, oil derivatives, biofuels and transport fuels issued by the Energy Regulatory Commission of RSM.

To qualify as eligible to perform the contract in question in terms of
his technical or professional ability, the economic operator should meet
the following minimum conditions:
- The economic operator in the last 3 (three) years to have quality
and successfully realized minimum 5 (five) contracts for delivery of oil derivatives.
The economic operator proves the fulfillment of the minimum conditions by submitting:
- List of main deliveries of goods in the last three years, with values, dates, buyers (contracting authorities or
economic operators), by providing confirmation of completed deliveries.
To qualify as capable of execution of the subject public procurement contract from the aspect of its technical or
professional ability, the economic operator must meet the following minimum requirements:
- The economic operator to dispose of, ie provide a minimum of 5 (five) gas stations at
the territory of the City of Skopje.
- The economic operator to have at least 1 (one) own or leased tank suitable for transport of oil and / or oil derivatives and it has
calibrated flow meter to determine the exact unloaded quantity (tank flow meters be calibrated by the Bureau of Meteorology or a legal entity authorized by
Ministry of Economy).
The economic operator proves the fulfillment of the minimum conditions by submitting:
- Statement for instruments, plants or technical equipment, which the service provider or contractor is available to perform the contract
(for a minimum of 5 gas stations on the territory of the City of Skopje) - Statement on number and ownership /
rental of tanks with calibrated flow meter for the exact unloaded quantity or valid rental agreement with a copy of the traffic license (s) and a calibration document
protocol issued by the Bureau of Meteorology or other legal entity authorized by Ministry of Economy.
