- statement of the economic operator that no effective verdict has been issued against them within the last 5 years for a committed crime pursuant to Article 88 paragraph 1 of the LPP;

- confirmation stating that no bankruptcy procedure has been initiated by a competent body;

- confirmation stating that no liquidation procedure has been initiated by a competent body;

- certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered;

- confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty -…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public - private partnership has been pronounced;

Техничка и професионална способност:

-with a list of main deliveries of goods or performed services in the last three years, with values, dates, buyers (contracting authorities or economic operators), with the provision of a certificate for made deliveries or performed services: • at least 1 (one) implemented contract for maintenance of information systems in the field of real estate cadastre (integrated system for maintenance of alphanumerical and graphical data that integrates the processes of registration of rights to real estate property and real estate registration) in the last 3 (three) years, whereby the information system should be in operational use • at least 1 (one) implemented project for quality control and quality assurance of geospatial data in the last 3 (three) years • at least 1 (one) implemented contract in the field of GIS (Geographic Information System) in the last 3 (three) years, developed according to the OGC (Open Geospatial Consortium) or equivalent standards, prepared with the use of Geoserver or an equivalent component, as well as ESRI (ArcSDE) or an equivalent component. The implemented systems should be in operational use.

- with description of the technical staff and the technical bodies that will participate in the implementation of the public procurement, especially those who are responsible for quality control, and in the case of a public procurement of works, those who will be included in the performance of the works, regardless of whether they are employed by the economic operator or not: • at least one project manager employed or hired full-time for this project, with work experience as a project manager of at least 2 (two) projects for development of information systems, with value of at least 100,000 EUR each • at least 2 (two) business process analysts, employed or hired full-time for this project by the economic operator. Each of them should have participated in at least 2 (two) projects for development of information systems, with value of at least 100,000 EUR each • at least one expert for development of GIS information solutions or equivalent solutions, employed or hired full-time for this project by the economic operator. The expert should have participated in at least 2 (two) projects for development of information systems in the field of real estate cadastre or equivalent ones, whereby at least one of the projects should have been intended to serve more than 1000 users • at least one graduated geodetic engineer holding an Authorization for certified surveyor in accordance with the Law on Real Estate Cadastre and with experience in the field of real estate cadastre, holding a certificate for ARC GIS for Desktop 10 or a more recent or equivalent certificate issued by a local distributer, employed or hired full-time for this project by the economic operator. The person should have participated in at least one project for development of information systems for real estate cadastre. • at least 2 (two) certified persons for Oracle Database 11g Administration OCP (Oracle Certified Professional) (or equivalent) or later, employed or hired full-time for this project by the economic operator. The certified persons should have participated in at least 2 (two) projects in which the Oracle database (or an equivalent one) was used. • at least one certified person for ESRI Certified Enterprise Associate – Enterprise Geodatabase management (or equivalent) employed or hired full-time for this project by the economic operator. The certified person should have participated in at least 2 (two) projects in which the ESRI Geodatabase (or an equivalent one) was used. • at least one certified person for Java (Oracle Certified Associate, Java SE 7 Programmer (or later) or an equivalent one, employed or hired full-time for this project by the economic operator. The certified person should have participated in at least 2 (two) projects in which JAVA (or equivalent) was used.

- with a statement of the instruments, plants or technical equipment available to the service provider or contractor for the performance of the contract: • The economic operator should posses or have at their disposal a contact center for support and reporting of problems (by phone or email) available on a 24/7/365 basis or a system for reporting and scheduling of reported problems that will be available on a 24/7/365 basis.
