Procurement of baling technology and waste wrapping

The purchase refers to a complete plant for filling, compressing, baling and wrapping mixed municipal waste, with sets of spare parts and consumables.
The plant, through waste compression, should ensure minimization of the volume and optimization of efficiency in the storage and transportation of municipal waste, until the construction of regional landfills for special regions.
The plant should ensure the formation of bales according to the required dimensions, their protection from scattering by padding and their wrapping in a special film to ensure protection from external influences, such as the sun and water, and to prevent emissions of odors and discharge into the environment.
The plant should be intended for use in an outdoor uncovered area with adequate IP protection, and the wrapping film should be intended for storing the bales in an open uncovered area.

In order to participate in the procedure, the economic operator needs to be registered in ESPP and possess a qualified electronic signature certificate in accordance with the electronic signature regulations. The economic operator registers in the ESPP by filling out a registration form that is an integral part of the ESPP.

In expression of the price with letters, foreign economic operator may also use English. The bid shall be submitted electronically through the Electronic System for Public Procurement (ESPP): https://enabavki.gov.mk/PublicAccess/Home.aspx#/home
As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation) at an amount of 3 % of the total value of the tender without VAT included.
More information on the requested bank guarantee is available in the tender documentation. The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 5 %of the contract value.
