- Statement of economic operator that in the last five years there was no effective conviction for crime

committed in accordance with Article 88 paragraph 1 of the LPP.

- Certificate that any competent authority has initiated no open…

- Certificate for paid taxes, contributions and other public payments by competent authority in the country where

the economic operator has been registered in.

- Certificate from the Register of penalties for crimes committed by legal persons that there is no minor penalty

that prohibits participation in procedures for public announcement, awarding contracts on public procurements

and contract for public-private partnership

- Certificate from Register of penalties for crimes committed by legal persons that there is no effective conviction

for temporary or permanent prohibition to perform certain activity

- Certificate that there is no effective conviction by which infringement sanction has been imposed on -

interdiction for professional activities, activities or duties, i.e. temporary interdiction of separate activity

In order to prove their ability for performing professional activity, the economic operator should deliver:

Certificate of registered activity that the same is registered as natural or legal entity for performing the activity

related to the subject of procurement or evidence that they belong to an appropriate professional association

in accordance with the regulations of the country of registration

and License A for the execution of first-category constructions, according to the Law on Construction

Економска и финансиска состојба:

- balance sheet report issued by a competent authority, i.e. audited balance sheet, or extracts from the balance sheet report, in cases where publication of the balance sheet is prescribed by law in the country where the economic operator is registered;

- a statement of the company's overall income (data from the income statement issued by a competent authority, i.e. audited income statement) and a statement of income in the area covered by the public procurement contract, for at most the last three financial years for which they are available such information depending on the date on which the enterprise was founded or started to operate and depending on the availability of such information;

- proof of relevant insurance for professional risk compensation.

Минимално ниво(а) на стандарди:

- a minimum of MKD 400 million in total income for each year individually for the last three years (2019, 2020 and 2021) of which

- a minimum of 300 million MKD total revenues in the activity covered by the public procurement contract (construction) for each year individually for the last three years (2019, 2020 and 2021)

- to have an insurance policy of at least 6,000,000.00 denars from an insurance company in case of damage caused by executors;

Техничка и професионална способност:

1. List of works that have been carried out in the last five years with the attachment of certificates for the satisfactory performance of the most important works, certificates including value, time and location of the execution of the works and statements as to whether the works were carried out in accordance with the rules of business operation and whether they were properly completed (for all contracts proving the fulfillment of the above condition)

2. Statement on the average annual number of employees at the contractor and on the number of his management staff in the last three years and List from the Employment Agency of R.S.M. no older than 15 days from the moment of the public opening of the offers and educational and professional qualifications of the economic operator or of his management staff and especially of the persons who are responsible for the execution of the specific works (indicating the persons with first and last name and the position that will perform it in accordance with the above condition) by attaching the diplomas for completed education and authorizations (for engineers) and a certificate for passing a professional exam (for the occupational safety and health person)

3. Statement of the instruments, plants or technical equipment, which the contractor has at his disposal for the performance of the contract, with a detailed description of the equipment available to the bidder by attaching invoices, traffic permits, customs declarations or evidence of a donation or gift

4. Specifying the part of the public procurement, which the economic operator intends to assign to a subcontractor

Минимално ниво(а) на стандарди:

1. The bidder must have at least 3 contracts in the field of high-rise construction with all phases, category A (reconstruction of existing buildings or construction of new buildings), in the last 5 years with a total value of at least MKD 550,000,000.00, of which at least one contract with a value of at least MKD 400,000,000.00, for which contracts it is necessary to have certificates for the satisfactory performance of the most important works

2. The bidder must have at least 120 workers at his disposal and have appropriate professional technical personnel for the implementation of the procurement in question, of which:

- a minimum of 2 (two) construction engineers with authorization A for performance in the field of construction issued by the Chamber of Certified Engineers and Architects of RSM

- a minimum of 2 (two) engineer-architects with authorization A for performance in the field of architecture issued by the Chamber of Authorized Engineers and Architects of RSM

- a minimum of 2 (two) electrical engineers with authorization A for performance in the field of electrical engineering issued by the Chamber of Certified Engineers and Architects of RSM

- a minimum of 2 (two) mechanical engineers with authorization A for performance in the field of mechanical engineering issued by the Chamber of Certified Engineers and Architects of RSM

- at least 1 (one) engineer with a passed occupational safety and health professional exam

3. The bidder must have available:

- scaffolding, minimum 2500 m²

- a crane of at least 12 meters, at least 1

- truck crane of a minimum height of 25 meters, minimum 1

- trucks, minimum 8
