Краток опис:

The purpose of this contract is to provide the following services:

Supervision services according to the relevant national legislation and fulfilling all duties of the 'Engineer' as specified in FIDIC Conditions of Contract for Construction ('Red Book' - First Edition, 1999) over the works which include construction of the bi-directional gas interconnector Negotino - Evzoni on the North Macedonian territory, between the natural gas systems of North Macedonia and Greece. The gas pipeline is approximately 67 km long, DN700, and has working pressure of 74/54 bar. The works also include a reduction station and accompanying facilities. The design technical capacity of the new pipeline is approx. 1.8 bcm annually.

Support management services regarding the administrative issues and other documentation requirements related to the finance and grant contracts and to confirm the fulfilment of the conditions present in Finance Document and implementation of E&S safeguards such as consultation status, grievances monitoring, follow up of compensations and any other ESIA requirement.

Assistance to the Project Implementation Unit with the tender process of the Tender for Construction, including but not limited to: publication of tenders, clarifications to tenderers, public opening of tenders, tender evaluation, including participation in evaluation committees, contract clarifications and signing.

Минимално ниво(а) на стандарди:

The candidate shall comply with the following financial and economic criteria (based on TECH-2 of the Request of Proposal).

a) The average annual turnover of the candidate must be at least EUR 2.000.000,00

• Single entity: must meet the requirement.

In the case of Consortium:

• All partners combined: must meet the requirement,

• Each partner: must meet at least 10% of the required annual turnover (i.e., EUR 200.000,00) for each of the last three (3) years,

• One partner: must meet at least 50% of the required annual turnover (i.e., EUR 1.000.000,00) for each of the last three (3) years.

and

b) Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member.

The reference period which will be taken into account will be the last three years for which accounts have been closed (2019,2020,2021).

The candidate shall comply with the following technical and professional criteria

Professional capacity.

At least twenty (20) permanent staff, currently employed by the candidate in the related fields of this contract. (based on TECH-2 of the Request of Proposal).

The reference period which will be taken into account will be the last three (3) years immediately before the submission deadline.

Technical capacity.

(based on TECH-2 of the Request of Proposal). The candidate has provided services of supervision at least one (1) similar assignment in the last five (5) years. Similar assignment means provision of construction supervision and/or project management services related to large scale construction or modification/maintenance of gas or oil pipeline (i.e., length of continuous section in km, minimum nominal diameter and construction contract value of at least EUR 10.000.000,00.

• In the case of Consortium: at least one partner must meet the requirement.

A Tender Security of EUR 50.000 (fifty thousand) fulfilling the conditions indicated in the Bidding Documents must accompany all bids.
