Краток опис:

The bid should be prepared based on the original tender documentation in electronic form and consists of the following elements:

- Completed bid form composed of the general part, technical bid and financial bid;

- Documents proving that there are no reasons for exclusion from the procedure,

- Documents for determining the qualitative choice,

- Statement on the seriousness of the offer,

- Statement of balance responsibility,

- Authorization for signing the bid (if the bid is signed by an authorized person of the bidder),

- List of confidential information (if there is no confidential information, the form does not have to be submitted),

- Agreement for submission of a group bid (only for a group of economic operators).

1. The right to participate in the procedure is opened for every economic operator who is registered as a natural or legal person to perform the activity related to the subject of procurement or belongs to an appropriate professional association in accordance with the regulations of the country where it is registered.

2. The right to participate in the procedure is opened for every economic operator that meets the special conditions for performing the activity prescribed in accordance with the Law on Energy and the Rules for electricity market, which refer to the subject of procurement.

3 In order to prove the ability to perform a professional activity, the economic operator should submit:

- A certificate of registered activity as proof that it is registered as a natural or legal person to perform the activity related to the subject of procurement or proof that it belongs to an appropriate professional association in accordance with the regulations of the country where it is registered.

- a license for performing energy activity electricity supply issued by the Regulatory Commission for Energy and Water Services of the Republic of North Macedonia,

- EIC code, issued by AD MEPSO for electricity supply,

- if the bidder is BOS (Balancing Responsible Party), it should submit a Balancing Liability Agreement,

- if the bidder is part of BG (Balancing Group), it should submit a Balance Liability Agreement from the Balancing Responsible Party and a document for assuming a balancing responsibility by the Balancing Responsible Party for the bidder,

- An agreement that it is registered as a participant in the electricity market in accordance with the Electricity Market Rules

Економска и финансиска состојба:

- The criterion for the selection of the most favorable bid is the most economically favorable bid.

- The most economically advantageous bid is determined based on the price only, ie the lowest bid margin expressed as a percentage.

- The subject of bid evaluation is the amount of the margin expressed as a percentage to be offered by the economic operators, which will be used to calculate the price of electricity consumed for each past month.

- The economic operator that will offer the lowest percentage of margin, and whose bid was previously assessed as acceptable, will be selected as the holder of the procurement.

Техничка и професионална способност:

TECHNICAL SPECIFICATIONS (for electricity suppliers)

1. For the needs of the Municipality of Dolneni, it is necessary to procure electricity.

2. In case of indicated need, the Municipality of Dolneni as a contracting authority reserves the right to increase or decrease the color of the measuring points, for which the bidder will be notified in a timely manner.

3. The contracting authority is not obliged to procure the planned quantity from the technical specification, because it is orientation, but will procure it according to its needs.

4. All matters and relations related to electricity are regulated and should be in accordance with the provisions and recommendations of applicable laws, regulations and standards that relate and are related to the subject of the procurement, as follows:

- Law on Energy (Official Gazette of RNM no. 96/18 and 96/19;

- Grid rules for electricity distribution (Official Gazette RNM no. 87/2012, 30/14, 161/14, 189/14, 50/15, 87/16),

- The grid rules for electricity transmission issued by the operator MEPSO Official Gazette of RM no. 12/2015,

- Rules for electricity supply (Official Gazette of RSM no. 172/18)

- Rules for electricity market (Official Gazette of RSM no. 38/14, 57/14, 194/14, 190/16, 80/17, 172/17, 197/17, 115/18), and

- Law on Metrology.

5. The economic operator should assume the balancing responsibility and balancing of the contracting authority and this should be provided and included in the bid of the economic operator. In addition to the technical specification, an overview of the planned consumption of electricity for 12 (twelve) months from 2022 is given, and also as a special part is given the overview of the metering points where the electricity should be delivered.

6. In the offered price, ie. margin expressed in % (percent) which will be used to calculate the price of consumed active electricity (single tariff), the economic operator should include all costs in accordance with applicable laws and regulations, ie:

- costs for electricity supply,

- costs for planning and nomination of consumption,

- costs for provision of cross-border capacities (in order for the energy to be delivered to the power system of RSM) customs duties, and

- costs for balancing consumption (balancing responsibility).

7. The fee for renewable energy and the fee for using the EE market (fee for organizing the EE market) are determined by the Energy Regulatory Commission of the Republic of Northern Macedonia and will be charged together with the bill (invoice) for the consumed electricity.

8. The contracting authority will pay AET (active single tariff) for the consumed energy for the entire duration of the contract

9. The contracting authority will pay the price for the consumed electricity on a monthly basis, based on the received invoice, in denars, within the deadline stipulated in the model framework agreement.

Минимално ниво(а) на стандарди:

The economic operator should state that it agrees to assume the balance responsibility and to include the Contracting Authority as a Consumer in its balance group.

The economic operator should provide a statement by which it agrees to assume the balancing responsibility and to include the Contracting Authority as a Consumer in its balancing responsible group

Извршување на договорот
Услови за извршување на договорот:

- The contracting parties execute the contract in accordance with the conditions determined in the tender documentation and the selected most favorable bid. The contract will start with realization from 01.04.2022 with the completion of the previous contract for electricity supply and will last one year (12 months). The funds provided in the public procurement decision on the basis of which the contract will be concluded will be used depending on the price of electricity for the planned period and the delivered amount of electricity. The Municipality of Dolneni will pay for the electricity only which will be delivered. After the end of the one-year period, a new public procurement will be announced.

- The contracting authority will control whether the execution of the contract is in accordance with the terms of the contract.

- In the execution of the contract, the provisions of the Law on Public Procurement and the Law on Energy and the EE Market Rules will apply.
