Способност за вршење на стручната дејност:

- Who has been given a supporting ban on participation in procedures for public announcement, the award ofpublic supply contracts and public private partnership;

- Who has a minor penalty imposed temporary or permanent prohibition of certain activities;

- Who is in the process of bankruptcy or liquidation proceedings;

- Who has been given sanction - prohibition of professional activity or duty, and temporary prohibition forperforming certain activities and

- Who gives false information or fails to submit the data requested by the contracting authority.In order to prove his personal situation, the economic operator shall submit the following documents:

- Statement of the economic operator that in the last 5 years he was pronounced verdict for participation in acriminal organization, corruption, fraud or money laundering;

- Confirmation that there is no bankruptcy proceedings by the competent authority;

- Confirmation that there is no procedure for liquidation by a competent authority;

- Certificate for paid taxes and other public duties by the competent authority in the country where the economic operator is established;

- A certificate from the Register of penalties for crimes committed by legal entities that has been imposed minor penalty ban on participation in procedures for public announcement, the award of public supply contracts and

public-private partnership,

- A certificate from the Register of penalties for crimes committed by legal entities that has been imposed minor penalty temporary or permanent prohibition of certain activities and

- Confirmation that the final sentence has been imposed sanction - prohibition of professional activity or duty,and temporary prohibition for performing certain activities.

- Document for registered professional activity- DRA form issued by the Central Register of RM

For the purpose of proving the suitability to perform a professional activity, the economic operator will have to submit a relevant document for registered activity as a proof that the operator is registered as a natural person or a legal entity to carry out the activity related to the public procurement contract or evidence that it is affiliated in an appropriate professional association in accordance with the regulations of the country where the operator

- The economic operator must possess Accreditation in accordance with the requirements of the ISO 17025:2018 standard, issued by the Accreditation Institute of the Republic of North Macedonia (for PART 2)

In order to qualify as capable of performing the public procurement contract in question in terms of quality system standards, the economic operator should meet the following standards:

- Quality system standard: ISO 9001:2015 or equivalent. (FOR PART 2)

In order to qualify as capable of performing the public procurement contract in question in terms of environmental management standards, the economic operator should meet the following standards:

- Environmental management standard: ISO 14001:2015 or equivalent (FOR PART 2)

- Occupational health and safety management standard: MKS ISO 45001:2018 or equivalent (FOR PART 2)

Техничка и професионална способност:

- Description of the technical staff and technical authorities that will participate in the execution of the public procurement, especially those that will be involved in the execution of the services, regardless of whether they are employed by the economic operator or not. In addition to submit:

- M1/M2 Form from the person. If the economic operator is not employed,…

… an Agreement for business technical cooperation and a certificate M1/M2 form must be submitted, as well as a Certificate of passing the professional exam for the acquisition of an expert for the assessment of the impacts of projects on the environment issued by the Ministry of Environment and Spatial Planning and

… a Business Technical Cooperation Agreement and certificate M1/M2 form must be submitted, as well as a Certificate of passing the professional exam for the performance of management/or waste management work issued by the Ministry of Environment and Spatial Planning.

In relation to the persons who will be engaged in the performance of the contract for the public procurement in question, to submit:

A statement with a detailed description of the technical personnel who will be involved in the performance of the services and specifying their professional and educational qualifications.

Минимално ниво(а) на стандарди:

For PART 2- Economic operators should fulfill:

- At least 1 (one) person employed or engaged with a Certificate of passing the professional exam for acquiring an expert for the assessment of the impacts of projects on the environment issued by the Ministry of Environment and Spatial Planning (for PART 2).

-Minimum 1 (one) person employed or hired with a Certificate of passing a professional exam for the performance of management/or waste management work issued by the Ministry of Environment and Spatial Planning (for PART 2).

Извршување на договорот
Услови за извршување на договорот:

- The holder of the procurement is obliged to…

… deliver / perform / the procurement object within 60 (sixty) days from the day of the written order of the contracting authority at the following location: asphalt base of Shtip Subsidiary (FOR PART 1)

… perform the procurement within 45 (forty-five) days from the day of the written order of the contracting authority (FOR PART 2)

-Delayed payment 60 days from the day of delivery the material.

-The contracting authority will request from the bidder whose bid is selected as the most favorable to provide a guarantee for quality and timely execution of the contract in the form of a bank guarantee in the amount of of 5 (five) % of the value of the individual contract for public procurement with VAT, with validity of plus 14 (fourteen) days from the validity of the individual contract.
