Carrying out construction work, modifications during construction for adaptation purposes by conversion of the southern wing of the Health Center “Nada Mihajlova” into a Center for the Elderly in the municipality of Probishtip. Construction works are to be carried out at the southern wing of the Health Center “Nada Mihajlova”, which is to be converted into a Center for the Elderly in the municipality of Probishtip . A detailed description of the subject matter of the procurement is provided in the bill of quantities attached to the tender documentation.

In order to prove its ability to perform a professional business activity, the economic operator is required to submit: - A certificate of registered professional business activity (DRD form) as proof that it is registered as a natural person or a legal entity for performing the business activity related to the subject of procurement or proof that it belongs to an adequate professional union in compliance with the legislation of the country of registration. The competent authority for issuing such a document in the Republic of North Macedonia is the Central Register of the Republic of North Macedonia. - Minimum License B for contractor of category two constructions issued by the Ministry of Transport and Communications of the Republic of North Macedonia in compliance with the Law on Construction (“Official Gazette of the Republic of Macedonia” No. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 132/16, 35/18, and 168/18 and “Official Gazette of the Republic of North Macedonia” No. 244/19, 18/20, 279/20, 227/2022, and 111/2023), or, if the economic operator is not from North Macedonia, an equivalent document issued by the country of origin of the economic operator, that is, if the bidder is a foreign person, they are obliged to comply with the provisions of Article 42 of the Law on Construction. (License A for contractor of category one constructions shall also be deemed acceptable.)

A statement on the company’s total turnover (data from the income statement issued by a competent body i.e. revised income statement), and, where required, a statement on the turnover in the area covered by the public contract, for at most the last three financial years for which such information is available depending on the date on which the company was established or started operating and depending on the availability of such information: In order to qualify as capable for performing the relevant public procurement contract in terms of its economic and financial situation, the economic operator must meet the following minimum conditions: a minimum total annual income of 30,000,000.00 MKD for each separate year, in the last 3 financial years (2020, 2021, and 2022 separately) or for the period for which data are available. If the economic operator performs the activity for a period of less than three years, the minimum requirements for establishing the economic and financial capacity is that the economic operators has met the requirements in the years for which there are data.

- with a description of the technical staff and technical bodies to take part in carrying out the public procurement, especially those responsible for quality control, and, in case of public procurement of works, those to be involved in carrying out works, regardless of whether they are employees of the economic operator or not: - a statement made by a manager confirming that they have at least 4 engineers available for each separate phase and an occupational safety professional (signed electronically by a manager or an authorized person). N.B. If engineers / professionals are hired, in addition to the statement, proof that they will be made available for the relevant procurement (business and technical cooperation contracts) shall also be required. – a statement made a manager (signed electronically by a manager or an authorized person) confirming that they have at least 20 employees or highly qualified / qualified hired workers for carrying out the relevant procurement. N.B. If workers are hired, in addition to the statement, proof that they will be made available for the relevant procurement (business and technical cooperation contracts) shall also be required.

- with the educational and professional qualifications of the service provider or the contractor of works or managerial staff thereof, provided that they are not evaluated as a criterion for selection of the most favorable offer: - Copies of A/B Certificates for the hired engineers and a copy of the certificate of passing the occupational safety professional exam for the occupational safety professional; - statements authentically signed by the engineers confirming their professional experience with a list of services they were hired to provide.

- with a statement concerning the instruments, plants, or technical available to the service provider or contractor for the purposes of the execution of the contract: - a statement made by a manager (signed electronically by a manager or an authorized person) that they have the adequate mechanization for carrying out of the public procurement. N.B. If mechanization is rented, in addition to the statement, proof that it will be made available for the relevant procurement (business and technical cooperation contracts) shall also be required.

- with a list of works, by attaching a certificate of satisfactory performance of most important works. In order to ensure the appropriate level of competition, the contracting authority may, if necessary, take into account the proof of works completed more than five years ago, which shall be stated in the tender documentation: - Bidders are required to have executed (with timely and quality performance) at least three (3) contracts for performing the same or similar construction works related to the procurement subject matter (construction / extension and expansion / reconstruction / repair works / adaptation of high-rise buildings) in the last five years, 1 (one) of which refers to executed contract for construction works with a minimum value of 20,000,000.00 MKD excluding VAT. In order to prove that the minimum requirements are met, the economic operator is required to submit: a list of works of the bidders carried out in the last five years for performing the same or similar construction works related to the procurement subject matter (construction / extension and expansion / reconstruction / repair works / adaptation of high-rise buildings); - Annex 5 – at least three confirmation letters for contract execution quality in the last five years for performing the same or similar construction works, 1 (one) of which refers to executed contract for construction works with a minimum value of 20,000,000.00 MKD excluding VAT, by submitting a copy of the confirmation letters and a copy of the construction work contracts.
