Closure of non-compliant landfills and dumpsites in Northeast Region

The works contract for closure of non-compliant landfills and dumpsites in the north-east region shall cover the following: • Clean-up of non-compliant landfills and small dumpsites by excavation of waste and transport of excavated waste in the Northeast regions; • Remediation and closure of minimum two (2) old landfills in Northeast Region by reshaping and construction of a top capping system including leachate and gas collection systems where necessary; • Reshaping of minimum three (3) landfills in North-East Region and construction of drainage for leachate collection where necessary. The landfills will not be closed but remain in operation till the completion of the regional waste management centre. The contract will be implemented according to the FIDIC Conditions of Contract (“Yellow Book”, 1999 edition).

The procurement procedure has been cancelled in accordance with point 2.6.13 Cancellation of procurement procedures of the PRAG since there have been breach of obligations i.e. infringement of first paragraph in Sub-clause 4.2 of FIDIC conditions of contract and point 26.2 and 26.3 of ITT and section 2.10.2. of PRAG. Should a new tender procedure be launched for this project, a new contract notice will be published, unless the contracting authority awards the contract through a negotiated procedure - in which case only the award of the contract will be published.
