Критериуми за доделување
Критериум за квалитет (назив): The Public Procurement Commission will perform scoring in accordance with the method and provisions prescribed by the Methodology for expressing the criteria for awarding the public procurement contract in points. The holder of the purchase will be the economic operator whose offer is evaluated as the most economically advantageous offer, i.e. the offer that will receive the most points from the points provided for each of the elements of the "economically most advantageous offer" criterion. The following are taken as elements of the criterion of the most economically advantageous offer, i.e. the best relationship between price and quality: 1) price 30 points 2) quality 70 points 2.1 As an element of the "quality" criterion, the experience or qualifications of the staff will be taken (70 points). The economic operator should have employed or engaged technical personnel for the duration of the contract, namely at least four (4) experts, i.e. at least 1 (one) expert from the respective fields: - Technical person for the position of Expert in managing spatial databases, - Technical person for WEB GIS programmer position, - Technical person for the position of GIS expert and - Technical person for the position of GIS Trainer. Quality will be evaluated based on the experience, that is, realized relevant projects from the relevant position, of employed or hired technical personnel, and the scoring will be as follows: -Certified technical person for the position of Expert in the management of spatial databases, with a higher education in the field of technical sciences or equivalent, with a minimum of 5 (five) years of work experience in creating and managing geospatial databases, with a "Enterprise geodatabase management" certificate professional" issued by the manufacturer of the ArcGIS platform or equivalent. -20 points -Certified technical person for the position WEB GIS programmer, with a higher education in the field of technical sciences or equivalent, with a minimum of 10 (ten) years of work experience in creating/programming GIS applications for processing geospatial data, with an "ArcGIS System Design Strategies" certificate issued by the ArcGIS platform manufacturer or equivalent. -20 points -Certified technical person for the position of GIS expert, with a higher education in the field of technical sciences, natural sciences or equivalent, with a minimum of 5 (five) years of work experience in using appropriate GIS software for processing and presenting geospatial data, with an "ArcGIS Desktop" certificate Professional", issued by the manufacturer of the ArcGIS platform or equivalent.- 15 points -A certified technical person for the position of GIS Trainer, with a higher education in the field of technical sciences or equivalent, who has a minimum of 5 (five) years of work experience in using and presenting GIS technologies, holds an "Authorized Teacher ArcGIS 2: Essential Workflows" certificate issued by the ArcGIS platform manufacturer or equivalent. -15 points At the same time, the qualification of the staff will be calculated in such a way that the hired persons who have completed the most relevant projects from the respective position will receive the maximum number of points. Points for the employee qualifications element will be awarded according to the following formula: Number of realized relevant projects . maximum number of points Number of Points = __________________________________________________ The largest number of relevant realized projects The economic operator proves the qualification, i.e. the experience of the staff, by submitting proof of completed higher education in the field of technical sciences or equivalent, as well as by submitting CVs for the person who is available or the hired person, which will confirm that the person has implemented relevant projects in accordance with the intended position. Also, the economic operator submits a copy of a certificate proving that the person available or the hired person (regardless of whether the person directly belongs to the economic operator) possesses the requested certificate.
