Bearing in mind that the previous procedures published with announcement no. 20585/2023 and announcement no. 00049/2024 for the purchase of electricity have been canceled because no offer has been submitted, as well as the fact that the current contract for the purchase of electricity number 08-45 /1 of 12.01.2023 concluded between JSP Skopje and EVN Makedonija Elektrosnabdujanje DOOEL is valid until 31.01.2024, with the aim of continuous supply of electricity and conclusion of a new contract in the shortest possible time, as well as in accordance with the principles of are based on the Public Procurement Act as well as the provisions of the Law on Energy and the regulations arising from and related to the subject of procurement, we believe that it is justified to apply Article 50 paragraph 4 of the Public Procurement Act, i.e. due to urgent reasons that the contracting authority cannot meet the deadline of the same the contracting authority can determine a deadline that will not be shorter than 20 days from the date of publication of the public procurement announcement

More detailed information about the electronic auction: After a full evaluation of the capability and the initial bids of the bidders according to the conditions and criteria of the tender documentation, the Contracting Authority will start an electronic auction. The subject of the electronic auction will be: the margin expressed in percent.The electronic auction starts no earlier than two days from the date on which the invitations to participate in the electronic auction were sent. After the complete evaluation of the initial bids and the approval of the initial ranking list through the ECJN, an automatic notification will be sent to the registered e-mail address of each economic operator who is not qualified to participate in the electronic auction, while the economic operators who submitted acceptable bids in the first phase from the procedure they will simultaneously receive an invitation to participate in the auction in electronic form through ESJN.The invitation to participate in the auction will be sent electronically to the mailbox of the ESJN user profile. The invitation to participate in the auction will contain the following data: the starting price of the auction, the date and time of the start of the auction, the method of conducting the auction, the allowed minimum differences in the negative bidding process, the time that will be allowed to pass after receiving the the last offer before the closing of the electronic auction, as well as all the necessary information to connect to the electronic means used. At each stage of the auction, all bidders have access to all information that will enable them to determine their rank at any time. At no stage of the electronic bidding will the identity of the bidders be revealed. If, after the initial evaluation, only one acceptable offer remains in the public procurement procedure, the electronic auction will not be conducted, in accordance with Article 59 of the Public Procurement Law ("Official Gazette of the Republic of North Macedonia" No. 24/2019 and Official Gazette of the Republic of North Macedonia No. .87/21).If two or more offers have the same price, the one who submitted the offer first will be selected as the most favorable bidder.
