Document for registered activity as evidence that it is registered as natural or legal entity for performing the activity related to the public procurement contract subject or evidence that is a member of a relevant professional association in accordance to the regulation of the country where it is registered. – When determining their capacity for performing professional activity, the contracting organ shall also request the economic operators to submit evidence issued by a competent organ for meeting the special conditions for performing the activity prescribed by law and which are related to the public procurement subject. The economic operator shall prove the meeting of conditions by submitting the following: License for private security in type of providing services for physical security issued by the Interior Ministry (pursuant to the Law on Private Security- Official Gazette of RNM No.166/12, 164/13, 148/15, 193/15, 55/16).

Evidence for relevant insurance for professional risk coverage: - Valid contract – insurance policy for work injury for the employees and – valid contract – insurance policy for general and professional liability for damages claimed by third person made on insurance amount of 100.000.00 EUR. The economic operator shall prove the meeting of the minimum conditions by submitting: Copy of valid contract-insurance policy for work injury for the employees. –Copy of valid contract - insurance policy for general and professional liability for damages claimed by third person -Balance sheet report issued by competent organ, i.e. audited balance sheet, or abstracts of the balance sheet report in case when the publishing of balance sheet is prescribed by law in the country where the economic operator is registered: - certain minimum value of operation indicators, which, amongst others, show the level of stability, liquidity and success, including comparison to the indicators of the average in the activity related to the public procurement subject, i.e.: value of the debt degree indicator, expressed in percentage, that is obligatory to be in at least the same or below the average for the activity in 2023, -value of general and current liquidity, expressed in percentage, that is obligatory to be in at least the same or above the average for the activity in 2023, - value of the existing assets turnover indicator expressed in percentage, that is obligatory to be in at least the same or above the average for the activity in 2023, - value of the economicity coefficient indicator expressed in percentage, that is obligatory to be in at least the same or above the average for the activity in 2023, - value of the gross and profit margin coefficient indicator expressed in percentage, that is obligatory to be in at least the same or above the average for the activity in 2023. The economic operator shall prove the meeting of the minimum conditions by submitting the following: - Balance sheet report and income statement data for the last year of 2023, i.e. audited balance sheet and income statement, in cases when the publishing of balance sheet is prescribed by law in the country where the bidder is registered – issued by a competent organ (Central Registry of the Republic of North Macedonia) or the economic operator itself in case the annual account was subject to auditing.

The economic operator shall prove the meeting of the minimum conditions of sub point 5.3.3.1 by submitting the following: List of at least 6 (six) services agreements of the same or similar type as the subject procurement in the last 3 (three) years (2021, 2022 and 2023) with value of 3.500.000, 00 denars, excluding VAT, with values, dates, buyers (contracting organs or economic operators), by providing confirmation for performed services, -description of the technical personal and bodies that shall participate in performing the public procurement, especially the ones that shall be responsible for quality control, and in case of public procurement of works, those that will be included in the performing of works, regardless of the fact whether they are employees of the economic operator or not: The contracting organ shall determine the necessary technical and professional capacity for quality performance of the contract by the following minimum conditions: - to possess at least 20 (twenty) portable encrypted radio communication devices; - to possess at least 12 (twelve) pieces of firearms; - to possess at least 10 (ten) marked patrol vehicles; - to possess valid approval for use of radio frequencies in land mobile service issued by ECA; - at least 100 (one hundred) official identification cards issued by the Private security chamber of R.Macedonia; - To have at least 100 (one hundred) full-time employees with valid licenses issued by the Private security chamber of R.Macedonia; - to have at least 3 (three) persons for technical security with valid identification cards; - to be a member of the Private security chamber of R.Macedonia; - to possess a contract that shall serve as evidence that the employees have undergone health check-ups and other medical services; - to have speed intervention groups that will be ready for emergency interventions; - to have central monitoring system (duty operation center) with technical details for the operational system (back up possibilities, systems, specifications, number of employees); - material and technical assets at disposal; - to have at least 100 (one hundred) persons that have fire protection certificates. The economic operator shall prove the meeting of the minimum conditions by submitting the following: - Statement that is possesses technical equipment of 20 (twenty) portable encrypted radio communication devices and an invoice for the procured equipment; - Copy of at least 12 (twelve) licenses for possession of firearms; - Copy of diving licenses as an evidence it possesses at least 10 (ten) marked patrol vehicles; - Copy of approvals on its own behalf for use of radio frequencies issued by ECA; - Copy of receipt declaration issued by the Public Revenues Office of the Republic of Macedonia proving that the bidder has at least 100 (one hundred) employees; - Confirmation issued by the Private security chamber of R.Macedonia for at least 100 (one hundred)official identification cards issued to the economic operator; - Copies of M1/M2 Forms and copies of the employees licenses, issued by the EARM; - Confirmation by the Private security chamber of R.Macedonia that the economic operator has minimum 3 persons for technical security; - Confirmation for its membership in the Private security chamber of R.Macedonia; - Copy of a valid contract that the employees have undergone health check-ups and other medical services; - copy of a document for compliance with the Law on Personal Data Protection; - Statement for having a speed intervention groups that will be ready for emergency interventions; - Statement that it has central monitoring system (duty operation center) with technical details for the operational system (back up possibilities, systems, specifications, number of employees), with attached description thereof; - List of material and technical assets the bidder has; - Statement that it possesses written procedures it applies in case of fire, terrorism, flood and other dangers; - Copy of fire protection certificates for employees;

In order to prove its personal condition, the economic operator is obliged to submit the following documents: - Statement of the economic operator that in the past five years it was not rendered a final judgment for participation in criminal organization, corruption, fraud or money laundering, pursuant to Article 88, paragraph 1 of PPL - Confirmation by a competent organ that a bankruptcy procedure was not opened - Confirmation by a competent organ that a liquidation procedure was not opened - Confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered - Certificate from the Registry of penalties for crimes committed by legal persons that minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him. - certificate from the Registry of penalties for crimes committed by legal persons that a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him; - confirmation that a final judgment - prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed

Quality system standards: In order to qualify as capable for performing the subject public procurement contract from the aspect of quality system standards, occupational safety standards and social responsibility standards, the economic operator shall meet the following standards: - to have implemented quality system standards ISO 9001:2015 or equivalent. – to have implemented occupational safety standards ISO 45001: 2018 or equivalent; - to have implemented social responsibility standards ISO 26000:2010 or equivalent. The economic operator shall prove the meeting of the standards by submitting the following: - Certificate ISO: 9001:2015 or equivalent, issued by a certified body, with number date of issue and current validity of the certificate; - Certificate ISO 45001: 2018 or equivalent, issued by a certified body, with number date of issue and current validity of the certificate; - Certificate ISO 26000:2010 or equivalent with number date of issue and current validity of the certificate. -Environment management standards: In order to qualify as capable for performing the subject public procurement contract from the aspect of environment management standards, the economic operator shall possess ISO 14001:2015 or equivalent. The economic operator shall prove the meeting of the standards by submitting: ISO 14001:2015 Certificate or equivalent issued by a certified body, with number date of issue and current validity of the certificate.
